Job Descriptions:

Generic Responsibilities:

1. Adherence to NRC policies, guidance and procedures taking into account global and regional strategies.

2. Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents and updating of tools, including the Grants Tracker and the Major Projects Tracker.

3. Lead the process of developing concept notes, proposals and reports (donors and internal reports) in close collaboration with Programme Specialists, Programme and Monitoring and Evaluation teams, and Finance to ensure accurate, transparent and timely delivery of narrative and financial documents, in line with NRC PCM framework.

4. Be updated on donor priorities, track and share relevant calls for proposals.

5. Document, analyse and share learning on proposal development and reporting processes, as well as on compliance with donor rules and regulations.

6. Contribute to continuously improving internal grant management systems and partnership systems, including through the development and/or updating of relevant SOPs and tools.

7. Provide an internal help-desk on donor related issues, including donor rules and regulations and in the application of the Implementing Partnerships Handbook and Consortium Guide.

8. Coordinate the drafting and distribution of internal reports.

9. Contribute to PCM trainings and usage of the NRC PCM framework in the CO as delegated by the Head of Programme Support Unit.

10. Line management of Grants coordinator, including development of the staff member.

11. Represent with relevant partners and donors as delegated.

12. Promote the rights of IDPs/returnees in line with the advocacy strategy.

Specific Responsibilities:

1. Lead on the development of high-quality proposals using relevant NRC tools (Go/ No-go checklist, proposal development meeting, internal calendar, proposal formats and instructions, internal budgeting tool). Assess and foster the inclusion of partnerships into proposals in a strategic manner.

2. Review donor contracts, flag any points that might challenge NRC’s procedures, and support contract negotiations.

3. Supervise the drafting of donor reports ensuring consistency between narrative and financial reports and that they meet quality standards.

4. Coordinate PCM meetings (Grants Opening Meeting, Project Review Meetings and Grants Closure meetings) as relevant.

5. Work on improving Grants Management processes across the operation, notably by updating the Grants Management SOP and organizing Grants Workshops and trainings.

6. Together with the Head of Programme Support Unit, develop a donor mapping exercise to foster more strategic decisions in proposal submission.

7. In collaboration with the Communications and Advocacy team, contribute to the development of country factsheets and other relevant information pieces for donor visits/meetings.

8. Support external donor audit processes.

Job Requirements:

Generic Professinal Competencies:

  • Minimum 5 years of experience from a grants management position
  • Experience working with humanitarian and development donors
  • Experience working with implementing partners and consortia
  • Good knowledge of humanitarian donor guidelines and procedures
  • Documented skillsin formulation of project proposals and reports
  • Detail oriented and strong organizationalskills
  • Fluency in English, both written and verbal
  • Strong communication, coordination and interpersonal skills

Context-specific skills, knowledge and experience:

  • Knowledge of the context in Afghanistan (experience working in Afghanistan is an asset.)
  • Post-Graduate Degree in Social Sciences, Business Administration, Finance and Accounting
  • Previous experience coordinating/managing teams
  • Experience working with local actors(civilsociety, community-based, academia, private sector)
  • Strong analyticalskills(data and financial)
  • Proficiency in the use of Word and Excel
