Job Descriptions:

General Responsibilities:

The Pharmacy Manager will oversee all pharmacy-related activities within the HER AF2 and other OPHA`s relater projects, ensuring the effective procurement, storage, distribution, and rational use of pharmaceuticals and medical supplies. The role is critical to maintaining quality assurance, compliance with national and international standards, and supporting health service delivery across project sites.

 Key Responsibilities

1. Pharmaceutical Management

  • Develop and implement pharmacy management protocols and SOPs.
  • Ensure proper selection, quantification, and procurement of medicines and medical supplies.
  • Monitor stock levels and prevent stock-outs or overstocking.

2. Quality Assurance

  • Ensure compliance with national drug regulations and WHO standards.
  • Monitor expiry dates, storage conditions, and batch tracking.
  • Conduct regular audits of pharmacy operations and inventory.

3. Logistics & Supply Chain

  • Coordinate with logistics teams for timely delivery of supplies to field sites.
  • Maintain accurate inventory records using appropriate software or manual systems.
  • Prepare monthly and quarterly stock reports.

4. Capacity Building

  • Train and supervise pharmacy staff at HQ and field levels.
  • Provide technical support to health facility staff on rational drug use and pharmacovigilance.

5. Coordination & Reporting

  • Liaise with UNICEF, WHO , MoPH, and other stakeholders on pharmaceutical matters.
  • Prepare and submit timely reports on pharmacy activities, challenges, and achievements.
  • Participate in relevant coordination meetings and represent OPHA as needed.
Job Requirements:

Qualifications & Experience

  • Bachelor’s degree in Pharmacy (Master’s preferred).
  • Minimum 7 years of experience in pharmaceutical management, preferably NGO implementing HER AF Project.
  • Strong knowledge of Afghan pharmaceutical regulations and international standards.
  • Experience with supply chain systems and inventory management tools(IMAT system ).
  • Excellent communication, leadership, and organizational skills.
  • Has experience of use m-supply database.
  • Has knowledge of hybrid procurement management.
  • Fluency in Dari and/or Pashto; proficiency in English is essential
  • The position requires regular travel to provinces for field visits and providing support to project activities.

  • Keep confidentiality with issues related to OPHA.
  • Develop Spirit of co-operation and understanding among members of the team.
  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
