Job Descriptions:

General Responsibilities:

The Logistics Manager will oversee and coordinate all logistics operations for the HER AF2 project and other OPHA related projects, ensuring timely procurement, transportation, warehousing, and distribution of goods and services in compliance with OPHA and UNICEF standards

Key Responsibilities

Procurement & Supply Chain Coordination

  • Facilitate procurement planning and execution for project supplies, equipment, and services.
  • Ensure transparent and competitive sourcing in line with donor regulations.
  • Maintain vendor relationships and manage contracts.

2. Transportation & Distribution

  • Organize and monitor the transportation of goods to field sites and partner facilities.
  • Ensure safe, timely, and cost-effective delivery of materials.
  • Coordinate with field teams to plan distribution schedules.

3. Warehouse & Inventory Management

  • Oversee storage facilities and ensure proper handling and documentation of stock.
  • Implement inventory control systems and conduct regular stock audits.
  • Maintain accurate records of incoming and outgoing goods.

4. Asset Management

  • Track and manage project assets, including vehicles, IT equipment, and medical supplies.
  • Ensure proper tagging, registration, and disposal of assets.
  • Collaborate with finance and admin teams for asset reconciliation.

5. Compliance & Reporting

  • Ensure logistics operations comply with OPHA, UNICEF, and WB guidelines.
  • Prepare regular logistics reports, including procurement status, inventory updates, and distribution logs.
  • Support internal and external audits with relevant documentation.

6. Team Leadership & Capacity Building

  • Supervise logistics staff and provide ongoing training and mentorship.
  • Develop SOPs and build capacity of field teams on logistics procedures.
  • Foster a culture of accountability and continuous improvement.
Job Requirements:

 Qualifications & Experience

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field.
  • At least 5 years of experience in logistics management, preferably in humanitarian or development settings.
  • Familiarity with UNICEF and World Bank procurement and logistics standards is highly desirable.
  • Strong leadership, negotiation, and organizational skills.
  • Proficiency in logistics software and Microsoft Office Suite.
  • Fluency in English and Dari/Pashto.

Working Conditions

  • Based in Kabul with travel to provinces as required.
  • Field visits may include remote and insecure areas.

  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
