About Action Against Hunger:

Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995.AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a localhealth system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are atgreater risk of malnutrition. Nutrition programs rely on an integrated approach, addressing both primary and underlying causes, inorder to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level,strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional responseactivities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support andthe distribution of hygiene kits to affected populations.

Job Descriptions:

Mission 1: Project Implementation and Supervision

  • The Deputy Program Manager is responsible for overall Health and Nutrition related activities.
  • Ensure quality IMNHT services are implemented within the project catchment area.
  • On a regular basis monitor, supervise and follow-up nutrition and health activities implemented at IMNHTs level.
  • Provide essential mechanisms to ensure adherence to standard protocols (i.e. AAH, National/ international standards) within the different nutrition and Health interventions.
  • Ensure enter of data in the DBs and monitor the program data on regular basis.
  • Ensure that each team has the appropriate tools for smooth implementation of the activities.
  • Liaise with support department with anticipation to ensure proper implementation of the project.
  • Support community health structure in streamlining nutrition screening and health, nutrition and MHCP education including MYICN promotion.
  • In coordination with PM, monitor and supervise IMNHTs staff in day-to-day implementation of health and nutrition activities at IMNHTs with detail focus on existing protocols.
  • Organize regular meeting with communities and local authorities for better collaboration and accountability.
  • Ensure beneficiaries are aware of AAH’s complaints and response mechanisms and that these are accessible to targeted beneficiaries and communities
  • Integrate MEAL recommendations into project implementation
  • Provide regular feedback on the field activities to the IMNHT staff and report to the line manager

Mission 2: Human resource management and administration

  • Support PM for the recruitment of IMNHTs staff in a timely manner
  • Carry out appraisals of under supervision staff as per established HR policies.  
  • Conduct regular supportive supervision and motivation of staff under him/her supervisory.
  • Identify training needs of the nutrition staff, prepare and facilitate/ execute the trainings both theoretical and on the job as required.
  • Support PM for IMNHTs human resource and administration management. 

Mission 3: Logistics:

  • Support PMs on the preparation of the procurement plan in collaboration with the Logistics department
  • Support PM on the anticipation of procurement requests related to the IMNHTs activities
  • Ensure resource availability and allocation at IMNHTs level are managed properly;
  • Ensure using of the resources by IMNHTs are according to the Logistic established policies.
  • Support PM on the drug estimation order and Nutritional food request from internal and external resources.
  • Support PM of the regular follow up of the MHTs procurement with Logistic department. 

Mission 4: Reporting:

  • Analyze all relevant data and databases and share the clean version of that with PM.
  • Draft the Activity Progress Report (APR) and share it with PM for further reporting process.
  • Provide program success stories and share it with PM on a timely manner.
  • Ensure team are using consent form during taking of photos and collect it from the team members.
  • Support PM on the provision weekly updated Sit-Rep for the project and share the IMNHTs weekly updates with PM.
  • Create and maintain comprehensive project documentation if necessary with consultation of PM and technical departments.
  • Support PM to organize a kick-off and a close-out meetings at IMNHTs catchment area , as well as a mid-term lessons learnt workshop

Mission 5: Security

  • Respect security movement plan for IMNHTs and HAS team advisory for better staff security and safety
  • Inform PM immediately about any security incident in a timely manner
  • Perform other related duties as assigned by the Line Manager
Job Requirements:

Education (if relevant) and experiences expected

  • Has graduated from a recognized Medical university with at least a bachelor’s degree in Medicine
  • Sufficient responsible experience in project planning and management At least 3 years’ experience in the relevant field
  • At least 3 years’ experience working at a senior level position with an international NGO or UN organization, preferably in health/nutrition and MHCP sectors.
  • Three years of experience in team management and supervision & Proven experience in team management

Technical skills

  • Excellent communication and presentation skills
  • Has a good knowledge and understanding of the Afghanistan Health System, sectoral priorities and the context.
  • Ability to work in partnership with local implementing partners, government, and other international/national partners
