Job Descriptions:

Job Summary: 

The Lead Health-Sector Specialist will serve as the technical focal point for the HER project under the World Bank TPM framework. The position involves leading the design and oversight of clinical audit tools such as clinical vignettes, ensuring quality of care (QoC) benchmarking using international standards, and training field clinical auditors on verification protocols. The specialist will also work closely with data analysts and enumerators to triangulate health facility data with household-level feedback, focusing on compliance with WHO and World Bank health service delivery benchmarks.

This role is primarily remote but requires travel to health facilities for periodic field visits and staff mentoring (4 weeks/year).

 

 Key Responsibilities:

  • Lead the design and implementation of clinical-vignette protocols for health worker assessments
  • Develop and validate quality of care benchmarking tools using the WHO QoC toolkit
  • Train and mentor clinical auditors, enumerators, and data verification teams
  • Review and analyze health facility data, including staffing, supply chain, and patient feedback
  • Ensure alignment of field data collection tools with HER indicators, ESMF, ESMP, and LMP requirements
  • Support integration of environmental and social safeguard (ESS) assessments into the health stream
  • Collaborate with field teams and data analysts to produce quarterly monitoring reports
  • Contribute technical expertise to corrective action plans and support incident response frameworks
  • Liaise with implementing partners (e.g., UNICEF and Service Providers) to ensure methodology alignment
  • Provide strategic input on challenges such as access to female patients, GRM functionality, and gender-based barriers
Job Requirements:

Qualifications:

  • A recognized Medical Degree (MD) or a Master’s in Public Health (MPH)
  • At least 12 years of progressive experience in PHC systems, quality assurance, or clinical governance
  • Demonstrated expertise in WHO Quality of Care (QoC) framework and toolkit
  • Experience working with or auditing primary and secondary health facilities in low-resource or FCV settings
  • Proven skills in training, mentoring, and field staff coordination
  • Familiarity with TPM, results verification, or donor-funded health programs (preferably World Bank or UNICEF)
  • Experience with remote methodologies and digital platforms for monitoring a plus
  • Excellent analytical, report writing, and stakeholder communication skills
  • Proficiency in English (written and spoken) is required; fluency in Dari and Pashto is also essential
