Job Descriptions:

The Provincial /Regional Hospital Manager serves as the principal leader of the Hospital Management Team, holding overall responsibility for the strategic oversight and operational management of the hospital. This position supervises key senior management personnel, including the Medical Director, Nursing Director, and Hospital Administrator, ensuring cohesive leadership and effective delivery of healthcare services. The Provincial /Regional Hospital Manager acts as a critical liaison with provincial public health authorities and partner organizations to enhance program implementation, service quality, and community engagement within the hospital and the wider provincial health system.

  • Provide authoritative leadership by chairing the Hospital Management Team, setting clear strategic priorities, and ensuring alignment with provincial health policies and organizational goals.
  • Lead and coordinate Hospital Community Board meetings, facilitating collaborative decision-making to strengthen hospital services across the province.
  • Establish and maintain a joint coordination board encompassing all health facilities (HFs) within the province; develop comprehensive Terms of Reference (ToR) for this board and ensure systematic follow-up on action items.
  • Design, implement, and monitor monthly operational and programmatic action plans to drive continuous improvement in hospital performance and service delivery.
  • Collaborate closely with the Provincial Public Health Directorate (PPHD) to supervise, monitor, and evaluate the implementation of health programs within the hospital.
  • Maintain strong coordination with the Public Health Director to integrate hospital services with primary health care (PHC) facilities, optimizing the referral system for seamless patient transitions.
  • Oversee the management and coordination of all activities related to the Sexual and Reproductive Health Care (SHC) program within the provincial hospital.
  • Prepare and submit detailed monthly progress reports on SHC implementation to the project director and Public Health Director, ensuring transparency and accountability.
  • Facilitate and coordinate official visits by Ministry of Public Health (MoPH) officials, donor representatives, and external consultants, ensuring productive engagements and follow-up actions.
  • Ensure that all inpatient, outpatient, and emergency care services comply rigorously with established quality standards, clinical protocols, and standards-based management guidelines.
  • Champion patient-centered care by monitoring patient satisfaction metrics and ensuring that all clients receive appropriate, timely, and respectful treatment.
  • Conduct ongoing monitoring and evaluation of service delivery performance against defined indicators, utilizing health management information systems (HMIS) and other analytical tools.
  • Provide direct supervision, mentorship, and technical support to all hospital departments to enhance service consistency, data accuracy, and quality control measures (QQM/QQC), striving to achieve 100% compliance with quality benchmarks.
  • Develop and implement comprehensive training and professional development plans aimed at upgrading the skills and competencies of hospital technical and management staff.
  • Lead capacity-building initiatives for program health staff through structured coaching, mentoring, and the strategic use of external training resources and expert consultants.
  • Foster a culture of teamwork, collaboration, and mutual respect among hospital personnel and key implementing partners including PPHD, WHO, UNICEF, and community representatives.
  • Oversee human resource management functions including staff recruitment, line management, performance appraisals, and career development planning to ensure a motivated and high-performing workforce.
  • Collaborate closely with the hospital finance team and partner organization to ensure prudent budget planning, expenditure control, and financial accountability.
  • Prepare and submit comprehensive monthly financial and programmatic reports to senior management, donors, and relevant stakeholders.
  • Develop and maintain detailed work plans and progress reports for submission to the MoPH, HSDO, and donor agencies, ensuring compliance with funding requirements and organizational standards.
Job Requirements:

Qualifications:

  • With Master’s degree in Public Health (or related field specialty) 5 years of experience is required in managing hospital health services delivery.
  • With Bachelor’s degree in degree in Public Health or Medical field 10 years of experience is required.
  • Received training in hospital management or equivalent.

 Other:

  • Proven ability in supervision, team leadership, and reporting.
  • Strong interpersonal, team building, problem-solving, organizational and communication skills.
  • Networking, reporting and budget management experience and skills.
  • Coaching, management, leadership and conflict resolution skills.
  • Working knowledge of Microsoft Windows and Office programs.
  • Ability to work independently and manage multiple priorities in challenging environments.
  • Computer skills: MS Office, MS Outlook, Teams.
  • Excellent command of spoken and written English and local languages.
