CHILD SAFEGUARDING:
Level 3: The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The FSL Coordinator will take overall responsibility for the implementation of food security and livelihoods activities and achievement of the project targets , while providing strategic direction , technical design, coordination , leadership and management of the developing programme. He /she is also ensure the effective and efficinent implmenation activities according to approved donor and government agreements; and that the human , maerails and financial resources of the project in respective operational districts are well managed in line with SCI financial , grant management and other approved guidelines. He/she will further ensure quality delivery of an integrated Food Security and Livelihood (FSL) program focused on improving food security, promoting income-generation opportunities, climate -smart agriculture , improved agronomic practices , value chain , integrated watershed management and livestock based livelihoods interventions to enhancing economic resilience in targeted communities. The FSL Coordinator will also ensure that all activities are gender-responsive and conflict-sensitive, with a strong focus on sustainable, inclusive market linkages and resilience building.

Reports to: The FSL coordinator will be based in Kuner directly report to the FSL project manager whereas the FSL coordinator will be based in Kabul directly report to Head of Office.

Role Dimensions: The post holder will manage the overall implementation of project, he/ she will establish a good working environment for project team, manage the project team and stakeholders, and provide good relations with rest of Save the Children's livelihood staff as well as with community members where the project is implementing.
KEY AREAS OF ACCOUNTABILITY :
The main areas of accountability and responsibility of this position are, to support the implementation of the FSL component under FCDO PREAVEL grant over the target province/s.
Key Responsibilities:
1. Project Planning and Coordination:
- Overall responsibility for planning, and implementation of FSL interventions such as Cash for work , value chain development,IGA, climate-smart agriculture, watershed management, FFS and livestock management.
- Ensure the implementation of the food security and livelihoods program through all stages of the project management cycle , with a focus on the achievemt of results and quality activities.
- Maintain project tools which support project implementation and management review of progress .
- Support the field teams to prepare programmatic work plans, target tables and project budgets specific to their areas of focus .
- Manage the project budget through approving expenditures in accordance with SCI policies and reviewing monthly budget versus actual reports , comparing with time and target achievement.
- Oversee and coordinate the activities of the FSL project team, particularly officers for value chain, climate smart agriculture and livestock based livelihoods interventions.
- Facilitate and participate in the analysis of agricultural crops value chains and the identification of value chain upgrading strategies and activities
- Support and lead agricultural productivity activities in the region, and participate in the selection of the project sites including for watershed and irrigation schemes and ensure the sites meet minimum project section criteria;
- Ensure the integration of climate-smart, sustainable, and conflict-sensitive approaches across all project components.
- Facilitate participatory community planning processes, including natural resources mapping, to identify key areas for intervention.
- Liaise with other departments including finance/administration, procurement and human resource departments to ensure adequate support for all project activities
- Working in close collaboration with the field office managers, FSL Advisor and FSL staff, develop an evidence based livelihoods strategy designed specifically for the context to guide programme direction.
2. Team Leadership and Capacity Building
- Provide strong leadership and guidance to FSL project staff, including mentoring, capacity-building, and performance management.
- Ensure that the project team is equipped with the necessary tools, knowledge, and resources to effectively implement FSL activities.
- Conduct regular team meetings to review progress, address challenges, and make adjustments to the implementation strategy as necessary.
- Implement capacity building activities related to an integrated watershed management , climate smart agriculture practices , and marketing in collaboration with Government counterparts
3. Program Monitoring, Evaluation, and Reporting
- Oversee the development and implementation of monitoring and evaluation (M&E) frameworks to track project progress and measure impact.
- Work with the M&E department to strengthen and maintain a project monitoring and evaluation system, including an effective field reporting systems that will enable measurement of progress at output and outcome levels .
- Ensure that all FSL interventions are regularly monitored, and lessons learned are documented to improve project performance.
- Coordinate with the M&E team to ensure that data is collected, analyzed, and reported accurately and on time.
- Prepare regular progress reports for donors, management, and other stakeholders, highlighting key achievements, challenges, and recommendations.
4. Stakeholder Engagement and Coordination
- Foster collaboration and coordination among key stakeholders, including government authorities, community leaders, local service providers, and other NGOs, to ensure successful project outcomes.
- Coordinate with local authorities, community leaders, and stakeholders to ensure alignment with local development plans.
- Promote horizontal and vertical integration across FSL activities, encouraging synergies between different sectors such as agriculture, livestock, and market development.
- Ensure that FSL committees comprising representatives from returnee, host, and Kuchi communities are established and effectively facilitate joint decision-making and planning.
- Represent the organization in relevant forums, working groups, and coordination platforms focused on food security, livelihoods, and climate change.
5. Gender and accountability
- Ensure that all project interventions are gender-sensitive, addressing the specific needs of women, youth, and vulnerable populations.
- Lead the integration of conflict sensitivity into project design and implementation, ensuring that interventions do not exacerbate existing tensions over livelihood resources.
- Work closely with the team to conduct gender and conflict analyses and adjust project strategies accordingly to promote inclusive, equitable access to livelihood opportunities.
- Ensure that all SCI mainstreaming policies are incorporated in all FSL proposals and activities.
- Be fully aware of how far the project fulfils child rights in terms of SCI’s strategic and thematic plans. Ensure that Child Rights programming is effectively incorporated into all aspects of SCI’s work.
- Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies
6. Financial and Administrative Oversight
- Work closely with the finance team to monitor project budgets, ensuring cost-effective use of resources and compliance with donor regulations.
- Oversee procurement processes related to project inputs, ensuring timely and transparent acquisition of materials, tools, and equipment for agricultural and livestock interventions.
- Ensure compliance with organizational policies, donor guidelines, and relevant national laws related to project implementation.
