HealthNet TPO is a Netherlands based not for profit, non-governmental organization founded on the principle that access to affordable quality health care is a basic human right.

In 1992 HealthNet TPO was established by ‘Doctors without Borders’ to bridge the gap between emergency aid and structural development. The organization is now the result of a merger between HealthNet International (HNI) and the Transcultural Psychosocial Organization (TPO). HNI has knowledge and experience in reinforcing healthcare systems and prevention, diagnosis and treatment of transmissible diseases. TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

HealthNet TPO has a zero tolerance toward sexual exploitation and abuse and child abuse. HNITPO takes seriously all concerns and complaints about sexual exploitation and abuse and child abuse involving HNITPO employees and Related Personnel.

Job Descriptions:
  • Coordinate planning with the project manager, provincial officers, support units at the country office of HealthNet TPO, and the head of the eye care department at the Ministry of Public Health (MoPH).
  • Follow up on and assist in the preparation for the national and provincial launch of the program.
  • Facilitate relevant tasks in collaboration with the eye care department, the Directorate of Primary Health Care, and the General Directorate of Disease Control and Prevention.
  • Follow up on and ensure the regular conduct of national trachoma task force meetings.
  • Attend all meetings related to the trachoma elimination program and share meeting minutes.
  • Actively participate in the NTTF, WASH, and all other relevant meetings at MoPH, with partners, and donors at both central and provincial levels, while strongly representing the organization in these forums.
  • Collaborate and liaise with the eye care department and other engaged departments in MoPH on issues related to the project.
  • Prepare and submit summary notes and decision/discussion points from the meetings attended to the line manager.
  • Develop a daily work plan based on the project work schedule and ensure timely follow-up and completion of project-assigned tasks.
  • Support the project management team and eye care department in the trachoma program to effectively implement program and project work plans.
  • Conduct regular supportive technical supervision for the trachoma training program, microplanning sessions, census, community mobilization, and MDA in line with developed plans for the field offices/project sites.
  • Provide information, technical guidance, direction, and on-the-job support to the field team in Kunar and Samangan.
  • Develop field visit reports and share them with the project manager and senior management for required support and decisions.
  • Ensure the submission of written feedback to the provincial management team in Samangan and Kunar and develop a remedial action plan to timely address the findings of the supervision.
  • Ensure that technical reports (weekly, monthly, quarterly, end-of-project, and ad-hoc) are prepared in accordance with the organization's and donor requirements, as well as the reporting calendar.
  • Conduct a risk analysis of the reports and promptly notify the Project Manager and Programs Director to facilitate timely mitigation and support.
  • Ensure that an effective filing system is consistently maintained.
  • Ensure that both soft and hard copies of technical documents are organized systematically.
  • Ensure that the dossier for the trachoma program is accurately organized and securely stored.
  • Ensure that regular backups are performed.
  • Facilitate the preparation of training in collaboration with the Eye Care Department at the Ministry of Public Health (MoPH), the project manager, and provincial officers for district trainers and community distributors.
  • Ensure that training sessions are conducted in alignment with the project training plan.
  • Support the development of training reports following each session.
  • Maintain an organized record-keeping and filing system for all training sessions.
  • Develop good relations with project staff, MoPH and all engaged stakeholders in a way to have mutual trust building and interest to identify and provide support in resolving the potential obstacles.
  • Support the visibility focal point in developing communication and visibility plan for the project.
  • Provide good quality pictures and brief narrative about trachoma program to publish and disseminate in social media. 
  • Develop case studies and success stories from the services provided to target beneficiaries and reflection on services provision from the involved stakeholders.
  • Ensure the project major achievements and successes are shared with the audiences in different meetings.
Job Requirements:
  • Doctor of Medicine (MD) degree from an accredited university, with a minimum of 10 years of experience in public health programs, or a master’s degree in public health with a minimum of 7 years of relevant experience.
  • Specialization in Ophthalmology is preferred.
  • Proficient in local languages (Pashto and Dari) and fluent in English.
  • Highly skilled in Microsoft Office, internet applications, and data entry.
  • Willingness and ability to travel to remote areas and villages within endemic districts.
  • Strong communication and problem-solving skills.
