TPO is an expert in the field of psychosocial and mental health care for survivors of war and natural disasters.  HealthNet TPO Afghanistan is managed by a team of qualified Afghans and supported by a team of experts at the HQ of the organization in Holland.

HealthNet TPO Afghanistan is providing Primary Health Care, Mental Health and psychosocial services, fighting malaria and supporting Mother & Child Health Care in terms of providing training for Community Midwifes and to conduct operation research. HealthNet TPO is currently implementing projects in almost 20 provinces of Afghanistan and the major program it implements are HER (Health Emergency Response) projects in three provinces, Nutrition, Mental Health and Psychosocial, Malaria Control program, Tuberculus....... through a community system strengthening approach.

Job Descriptions:

Purpose:

The ESHS National Officer is employed at the Country Office in Kabul and is responsible for overseeing the environmental, social, health, and safety aspects of the projects. The duties include organizing and delivering training on ESHS, PSEA/gender, and GRM for the project team and staff, conducting risk assessments of health facilities/projects, and proposing mitigation measures on ESHS to meet the ESMF criteria. The ESHS National Officer will provide guidance and instruction to project staff, contractors, consultants, and other stakeholders on various safety, health, social, and environmental matters related to program implementation.

Main Tasks & Responsibilities:

  • Prepare and/or update health, safety, social, and environmental management plans, conduct regular reviews to ensure their continued relevance and accuracy.
  • Orientation of project staff on safety, health, social, and environmental matters.
  • Perform a risk assessment and implement proactive measures for Environment, Safety, Health, and Security (ESHS), and suggest way forward for enhancing the ESHS activities at grassroot level.
  • Initiate, coordinate, and deliver training on ESHS, Prevention of Sexual Exploitation and Abuse (PSEA)/gender, and Grievance Redress Mechanism (GRM) to project team.
  • Conduct routine inspections of work sites and personnel to identify any issues or non-conformities. Take appropriate action to address unsafe acts or processes that pose a risk to the well-being of staff and the organization.
  • Ensure an adequate quantity of waste collection and disposal equipment, in accordance with the waste management guidelines.
  • Establish Grievance Redress Mechanism (GRM) committees.
  • Prepare reports and compile statistical information to present to management the environment, health, safety, and security (EHSS) matters.
  • Ensure compliance with all health and safety policies, procedures, rules, and regulations by conducting regular reviews, updates, and effective communication.
  • Ensure that safety inspections, risk assessments, and working procedures are managed, and the employees are aware of their responsibilities in relation to health and safety issues.
  • Provide reliable, accurate, and timely information and reports to the HER Project Manager, Technical Manager, and organization management for planning and decision-making purposes
  • Provide technical assistance and actively participate in specific project-level assignments at the provincial level.
  • Participation in all relevant meetings at the central and provincial levels, if required.
  • Tracking all grievances, and ESHS related issues at the health facilities and provincial office levels.
  • Ensure a safe workplace environment is always maintained without risk to health and safety of everyone including staff, stakeholders and the public.
  • Ensure the contractor meets its statutory obligations in all areas pertaining to health safety and welfare at work including training and reporting.
  • The responsibilities of the position holder are not limited to the duties mentioned above, but any other task assigned by the supervisor
Job Requirements:
  • Bachelor’s degree in environmental science or a related field, with minimum of 4 years of experience in Environmental, Social, Health, and Safeguarding (ESHS) sectors Or Master’s degree in environmental science with 2 years of experience in ESHS
  • Occuptional Health and Safety (OHS)
  • Enviromental and Social Management Plan (ESMP)
  • GBV, PSEAH. 
  • Knowledage of World Bank ESS Standards
  • Enough understanding/ knowledage of the Environmental, social, Health, and Safeguarding. ESMP, PSEAH, and GRM.
  • Fluency in local languages (Pashto and Dari)
  • Strong communication Skills and strong reporting skills.
