Job Descriptions:

Scope of Work:
He/She will technically lead the health sector activities in the MdM HFs in Farah Province and will report to the Project Manager

Duties & Responsibilities:

Under the supervision of the project manager, the Public Health Officer will be responsible for the following main activities:
•    Supervise the day-to-day activities of one of MDM's supported HFs.
•    Act as the focal point for the HFs in the field
•    Providing technical and operational support to the HFs staff
•    Collection and analysis of health & pharmaceutical data
•    Supporting the development of a coherent project implementation strategy
•    Reporting and attendance at different meetings
•    Manage Community Health Workers, train and supervise CHWs working in Health Posts. Train HFs staff on medical protocols, including IPC protocols
•    Ensure the use and respect of medical protocols (NSTG) through observation and supervision of medical staff
•    Implement regular on-the-job training and supportive supervision according to a weekly/monthly schedule
•    Establish mechanisms for providing regular weekly/monthly feedback on statistics and health activities to the Clinic Staff
•    Plan and implement thematic capacity building or specific training according to the identified needs for HFs staff.
•    Participate in establishing/improving the referral system

Operational Management of Health Facilities:
    Act as a focal point for liaison with community leaders and representatives in the project area of operation
    Attend health coordination meetings with PPHDs and other relevant stakeholders under the direction of the project Manager
    Provide regular, timely updates to the Project Manager.
    Ensure that the health staff respect their assigned tasks.
    Provide strong leadership to ensure health staff understand and work according to MdM principles.

Collection and analysis of health & pharmaceutical data:
    Ensure the implementation of data collection protocols, working closely with the provincial MEAL assistant.
    Ensure accurate collection of data from Health Facilities.
    Monitor the drug consumption by establishing/maintaining mechanisms of consumption record and inform the Project Manager and Pharmacy officer in case of any unusual consumption, or stock shortages
    Identify and rectify gaps or weaknesses in medical activities by using monitoring and supervision tools
    Ensure rapid communication of suspect communicable disease to the project manager and provincial NDSR officer.

Developing coherent project implementation strategy:
    Assist in the implementation of the project activities in collaboration with the MdM coordination team
    Assist MdM project manager and medical coordinator in preparing data collection tools as well as medical protocols.

Reporting and attendance at different meetings:
    Prepare weekly activities report to submit to the project manager.
    Support the pharmacist in compiling drug consumption report per month
    Participate in a proactive way in MdM internal meetings (medical, security…)
 

Job Requirements:

•    Medical doctor or Public Health bachelor's or Nursing degree from a recognized university.
•    Minimum 3 – 5 years relevant work experience.
•    Proficient in the use of Excel, Word, PowerPoint, Outlook, and Teams.
•    Fluent in local language (Pashto and Dari), good in English language, 
•    Having good Communication skills
