About Central Afghanistan Welfare Committee (CAWC):

Central Afghanistan Welfare Committee (CAWC) is a non-governmental and non-profit organization established in the year 1989 in Peshawar, Pakistan, by a group of humanitarian actors assisting the UN agencies to support the Afghan refugees in the Refugee Camp of Peshawar and then expanded its operation to Afghanistan supporting the IDPs and most vulnerable people in different provinces. CAWC moved its main office to Afghanistan in 2001 to take part in the reconstruction of Afghanistan alongside the other NGO/INGOs that began their operation in Afghanistan following the new political changes that happened in Afghanistan in 2001. CAWC was officially registered as an NGO in the Ministry of Economy with registration number 126 in 2005.

CAWC has implemented more than 175 projects in the Agriculture, Livelihood, Education, WASH, Emergency, Health, and Renewable Energy sectors, funded by various donors in different parts of Afghanistan, such as Ghazni, Maidan-Wardak, Kabul, Bamyan, Daikundi, Ghor, Balkh, Faryab, Badakhshan and Paktia provinces. CAWC has invaluable experience in Afghanistan implementing many projects in different thematic areas, particularly humanitarian and emergency response in different modalities such as Distribution of NFI, Distribution of Shelters, Cash distribution, Cash for Work, Cash for Food, Food Security, and Agriculture. CAWC implemented all those projects in partnership with funds provided by international donors and UN agencies such as UNHCR, UNFAO, OXFAM GB, IRD, NCA, Caritas Germany, AHF, PWJ, and ACBAR. Although CAWC worked in different areas of Afghanistan and the main focus during this period of time has been in the Central Highland Region.

Job Descriptions:

This position is based in Daikondi province. The Foreman will assist in the surveying and implementation of project activities. He will also supervise construction work and manage local skilled and unskilled laborers. The foreman will work closely with internal and external stakeholders, including local government departments, and community leaders and representatives. Under the overall supervision and guidance of WASH Engineer, the foreman undertakes the following duties:

  1. Oversee the work of skilled and unskilled laborers and contractors for the construction of water, sanitation, or hygiene infrastructure;
  2. Monitor and guide proper and safe construction techniques within the CAWC-supported WASH projects.
  3. Monitor the quality and quantity of construction materials used by contractors, ensuring the best quality. 
  4. Maintain monitoring and evaluation records for each site.
  5. Undertake surveys and monitoring visits in communities as needed.
  6. Maintain working relationships with community members, leaders, and local authorities.
  7. Fully participate in carrying out surveys, including house-to-house visits and community meetings as requested.
  8. Coordinate with the WASH Engineer on logistics planning for the project site, ensuring the timely arrival of materials, the quality of construction materials, the safe storage of assets and materials, and maintaining clear, up-to-date record-keeping.
  9. Assist in payments and incentive distributions in the communities for skilled and unskilled laborers.
  10. Supervise the safety and security of project assets on the site of operations.
  11. Prepare regular progress reports, technical documentation, and other relevant materials as required by donors and other stakeholders.
  12. Support CLTS facilitators, hygiene promoters, and other team members.
  13. Promote and endorse humanitarian standards and safeguarding policies among team members and project beneficiaries to ensure the implementation of safeguarding standards in all actions.
  14. Perform other relevant duties assigned by the supervisor/CAWC.

 

Job Requirements:
  • Bachelor’s degree or 2-year diploma in Engineering, Social Science or relevant field.
  • A minimum of 3 to 5 years of relevant experience with NGOs as a construction foreman or working within the WASH field.
  • Excellent communication skills
  • Ability to manage teams and work independently.
  • Ability to effectively engage with diverse stakeholders and community members.
  • Proficiency in the national and English languages
