  • Analyze key climate vulnerabilities.
  • Provide recommendations for policymaking and sustainable development strategies.
Job Descriptions:

The International Environmental and Climate Change Consultant (Team Leader) will serve as the lead technical expert in environmental and climate change assessments for the SoE and CCA & CR reports. This individual will oversee the development of the assessment framework, lead the design of survey methodologies, supervise data collection and analysis, and synthesize findings to produce two comprehensive national reports: one on the State of the Environment and one on Climate Change Adaptation and Resilience.

The individual will work in close collaboration with the National Climate Change Specialist, National Environmental Specialist, GIS & Remote Sensing Expert, Monitoring and Evaluation Specialist, and other local experts under the supervision of REHA senior management to integrate both local and international knowledge into the assessments. They will ensure that the reports are aligned with national priorities and international climate and environmental standards while being tailored to Afghanistan’s unique environmental context. Briefly will include:

  • Developing the assessment framework in alignment with international standards.
  • Leading survey methodology design and overseeing data collection.
  • Supervising data analysis and synthesizing findings into actionable reports.
  • Engaging with national and international stakeholders to ensure policy alignment.
  • Producing final assessment reports that inform environmental and climate governance and resilience strategies.

The consultant will work closely with:

  • National Climate Change Specialist
  • National Environmental Specialist
  • GIS & Remote Sensing Expert
  • Monitoring & Evaluation Specialist
  • REHA Senior Management

Key Responsibilities

  1. Lead Development of the Assessment Framework
  • Develop a comprehensive framework for both the SoE and CCA & CR reports.
  • Ensure alignment with Afghanistan’s national priorities and international climate policies (IPCC, UNFCCC, DPSIR).
  • Integrate local knowledge and realities into the assessment approach.
  1. Design Data Collection Methodologies
  • Develop qualitative and quantitative data collection tools, ensuring inclusivity and accuracy.
  • Apply best practices such as the Citizen Science Framework for participatory data collection.
  • Ensure gender-inclusive data collection, capturing gender-segregated climate impacts.
  • Balance data collection across urban and rural areas to provide comprehensive insights.
  1. Supervise Data Collection & Analysis
  • Oversee household surveys, FGDs, and KIIs, ensuring high-quality, representative data.
  • Provide technical guidance on GIS and remote sensing data integration.
  • Analyze and synthesize collected data to identify key trends, vulnerabilities, and risks.
  1. Report Development & Policy Recommendations
  1. Produce the State of the Environment (SoE) Assessment Report focusing on:
  • Environmental conditions, land degradation, resource management and etc.
  • Human impacts on Afghanistan’s ecosystem.
  1. Produce the Climate Change Adaptation & Resilience (CCA & CR) Assessment Report focusing on:
    • Climate change impacts, adaptation strategies, and resilience-building efforts.
    • Community-based adaptation measures.
  1. Lead Stakeholder Engagement & Capacity Building
  • Engage government agencies, NGOs, academia, and local communities for insights and validation.
  • Facilitate national and regional consultations to incorporate diverse perspectives.
  • Provide training and mentorship to REHA’s national experts.
  1. Final Report Writing & Dissemination
  • Finalize two comprehensive reports aligned with national and international standards.
  • Present findings to stakeholders, donors, and government officials.
  • Assist in the public dissemination of key findings through policy briefs, workshops, and presentations.

Key Deliverables:

The consultant will be leading and supervising the following deliverables in support of national experts and REHA project team.

  • Desk Review – Comprehensive review of national and international environmental reports.
  • Household Surveys – Conduct 3,000 structured surveys across 34 provinces.
  • Focus Group Discussions (FGDs) – Facilitate 34 provincial FGDs with key stakeholders.
  • Key Informant Interviews (KIIs) – Conduct 70–90 interviews with experts and policymakers.
  • Data Compilation & Analysis – Synthesize insights from surveys, workshops, and stakeholder consultations.
  • Final Reports – Submit two major assessments:
    • State of the Environment (SoE) Report
    • Climate Change Adaptation & Resilience (CCA & CR) Report
Job Requirements:

Qualifications & Experience

  • Master’s degree or higher in Environmental Science, Environmental Engineering, Geosciences, M&E, Research and Development, or a related field.
  • 10+ years of experience in environmental assessments, climate adaptation, and resilience building.
  • Proven expertise in large-scale assessments in fragile or conflict-affected countries.
  • Experience in monitoring & evaluating environmental and social safeguards (SES), including Environmental and Social Impact Assessments (ESIA).
  • Strong background in community engagement and integrating local perspectives into climate strategies.
  • Familiarity with global climate frameworks (IPCC, UNFCCC, DPSIR Model, NAPs, NDCs).

Technical & Analytical Skills

  • Proficiency in GIS, Power BI, Kobo Toolbox, SPSS, or other data analysis tools.
  • Strong expertise in environmental policy development and impact assessment.
  • Excellent report writing and analytical skills, with experience in developing high-quality policy briefs.
  • Ability to interpret and synthesize quantitative and qualitative data into actionable insights.

Soft Skills

  • Strong leadership and project management skills.
  • Excellent communication and stakeholder engagement abilities.
  • Proficiency in English (knowledge of Dari or Pashto is an asset).

Reporting & Collaboration

The International Environmental and Climate Change Consultant (Team Leader) will report to the:

  • The consultant will provide all the data, information and documentation produced during this assessment to REHA.
  • Project Manager – REHA (SoE/CCA & CR) Assessment Project

Work Location & Duration

  • Location: Flexible (Online or In-person, with potential travel to Kabul, Afghanistan).
  • Contract Duration: 3 months (1 month at the inception phase, 2 months at the report writing stage).
