TH HR Manager works autonomously under the supervision and with the technical support of the HR Coordinator.
He /she is responsible for the whole management of the National Staff in the mission: ensure mission recruitment process, implementation of the management procedures within the mission, policies/strategies, rules and tools, performance management, career development and trainings, etc.
He/she is responsible for the design, regular update, and implementation of the National Staffs Internal Regulations, that will be finally validated by the HR Coordinator and the Country Director. Liaising with local legal advisor and the Labor Office on the HR matters, represents INTERSOS also on HR platforms.
Duties and Responsibilities:
- Is responsible for the correct implementation of the Salary Grid throughout the Mission in Afghanistan.
- Monitors and ensure the implementation of the Internal Regulations, updating them in coordination with the HR Coordinator.
- In coordination with the SMT, designs and updates the mission organizational charts and the national staff Job Descriptions.
- Monitors, coordinates, and ensure the fairness and transparency of the local recruitments, the correct implementation of INTERSOS procedures in the whole mission and participate in interviews in case of shortage of staff or for specific sensitive positions.
- Organizes and coordinates team members in HR Management tasks, including staff evaluation, annual leave management and disciplinary measures
- Develops and overviews the rolls out a standardized Induction Programme for national staff
- Is responsible for ensuring a proper and secure system for staff filling.
- Designs training policies and coordinates local training opportunities, assuring their adequate implementations and follow up at mission level.
- Is responsible at mission level for the salary-payments of the national staff, in coordination with the Base Managers and the Finance Team.
- Is responsible for the complete regularly update of the INTERSOS HR platform (both expat and national staff).
- Supports the HR Coordinator with the management of expatriate staff
- Liaises with the local legal advisor and with the Labor Office on the HR matters at mission level.
- Represents INTERSOS in the country HRWG forum .
- Writes and shares regular reports of his/her own work and a monthly Situation Report (Sit Rep) for the HR Coordinator.
