Overall job purpose:
Reporting to the Senior Program Manager, the Program Manager Health will focus primarily on design, plan, and coordinate humanitarian aid for health and development projects in alignment with beneficiary needs, national policies, and international standards, while supervising their implementation and evaluation through partners to ensure integration with relevant sectors. Represent the organization to authorities and other stakeholders, conduct needs assessments, draft new project concepts, and support the development of new proposals. Manage project finances, logistics, and supply chains, provide technical guidance, monitor field activities for quality and adherence to standards, and foster positive team dynamics and staff welfare.
Duties & Responsibilities:
- Design, plan and coordinate all projects in the course of humanitarian aid and development cooperation in line with beneficiary needs, national policies as well as Johanniter, donor program objectives and international standards.
- Supervise and ensure the effective and efficient implementation, monitoring and evaluation of all project activities through the implementing partners, ensuring the integration with all relevant clusters and sec-tors.
- Review country context and situation, identify and analyze gaps, carry out needs assessments, draft new project concepts in coordination with the team members.
- Represent the organization towards government authorities, local authorities, Clusters/task forces and other organizations concerning the development and implementation of the program.
- Conduct need assessments and support the Senior Program Manager in the development of new project proposals.
- Support field teams of the implementing partners in ensuring project activities are implemented as planned and desired goals are achieved.
- Provide technical guidance and training to implementing partners related to public health.
- Check regularly GMS and upload the proposal and comments from donor, prepare the MoU of the project between JIA MoPH and present it to the Minister of MoPH.
- Work within the local infrastructure to ensure the program is sustainable and, if appropriate, that operations are effectively handed over to local partners.
- Control and monitor finances of the projects, in cooperation with the Finance Officer review the monthly financial reports of the partners and ensure proper and adequate resource management of the projects (budget, HR, equipment etc.).
- Supervise medical! Supply chain in cooperation with project partners and Logistics.
- Frequent travel to project sites for monitoring of project activities, ensure quality standards (including medical) are respected and identify points of improvement for follow-up in a participatory manner with the team.
- Assist the efforts of strengthening team contribution and commitment toward achieving the goals of the organization.
- In collaboration with the expatriate Administrator and logistician ensure appropriate administrative, financial and logistical procedures and systems are in place al field level maintained and adhered to so that all support functions are carried out effectively and efficiently.
- Monitor appropriate field documentation of projects for transparency and possible donor audits.
- Monitor and support positive team communications & dynamics in the field.
- Monitor staff welfare in the project sites and ensure appropriate steps are taken to improve working conditions where necessary.
- Other tasks as requested by the Country Director.
