Job Descriptions:

NCA in partnership with WFP is implementing the Integrated Resilience & Economic Advancement Program (iREAP) in Zabul Province. The iREAP encapsulates five thematic interventions: Water Resources Management, Income-Generating Asset Transfers, Farm Extension Services, Marketable Skills Training, and Strengthening Local Development Committees. The aim of iREAP is to support vulnerable populations (impoverished and food insecure households, women, youth (16-24), and marginalized smallholder farmers), using an integrated and environmentally sustainable intervention to strengthen socioeconomic recovery and resilience under four intervention strategies: 1. Food Assistance for Assets (FFA); 2. Food Assistance for Training (FFT); 3. Small Agricultural Market Support (SAMS); 4. Nutrition Social Behavioral Change Communications (SBCC)

The post-holder will provide technical assistance to project outcome 2 – Enhanced marketable skills to support food security of the project. This will include providing technical support to women, men, and youth to gain new marketable skills, including vocational training skills and provision of apprenticeship opportunities to TVET students.

Main tasks and responsibilities for this position:

Technical Support

  • Provide technical assistance, including support to review and develop training methodology, learning materials, application of training manual, modules, and curriculum, and supporting lesson planning/scheme of work.
  • Support the team to conduct a need analysis and market assessment in the targeted locations to identify the relevant trades or occupations that are in demand among target groups in the community.
  • Support beneficiary identification, verification, crosschecking, and final selection in line with the project plans, selection criteria, and standards.
  • Develop quarterly and monthly workplans for the assigned trades/components and keep the project coordinator updated for any changes, updates, progress and challenges.
  • Support the project team to develop and build a strong network with the relevant stakeholders in the area and work together to support the development of marketable skills.
  • Support the project team in conducting continuous search for innovation and improved learning program practices within and outside NCA to pursue continuous program improvement and technology adaptation into TVET programs.
  • Provide technical assistance to develop TORs for TVET-related activities, including support to drafting technical specifications for TVET start-up kits
  • Support and provide guidance to the TVET students participating in the apprenticeship program.
  • Provide feedback to the project management team on findings and learnings to reflect field-level realities.
  • Document and share learning and best practices and ensure that they are incorporated into future TVET projects.
  • Work closely with the M&E Officer to find ways to improve project quality, and monitoring performance in relation with the curriculum, modules and delivery of the training.
  • Participate actively and engage with communities through accountability workshops and receive community feedback to improve program quality and delivery, especially grant disbursement.
  • Supporting colleagues and partners, they adhere to Complaints Response Mechanism (CRM),
  • Core Humanitarian Standards (CHS) on quality and accountability, and the SPHERE standard.

Reporting, Communication and Visibility

  • In collaboration with the Regional Coordinator, ensure timely and quality reporting of project activities / targets and accomplishments.
  • In collaboration with NCA Communications team, support the development of materials that can be used to increase the visibility of the project at the province.
Job Requirements:
  • Bachelor’s degree in education, Development Studies or Social Science. Additional qualification in Technical and Vocational Education is a plus.
  • At least three years of experience with a proven record in TVET programming. Work experience (at least 3 years) in an international organization is an advantage and knowledge of WFP projects.
  • Demonstrated experience in supporting the implementation of humanitarian aid           and development interventions.
  • Excellent skills in supporting project implementation
  • Excellent written and verbal communication skills and interpersonal skills
  • Field experiences implementing projects in hard-to-reach areas is an added advantage
  • Can effectively communicate in English with exceptional writing, presentation and communication skills.
  • Excellent report writing skills and verbal communication, and interpersonal skills
