Project Background:
Afghanistan faces critical environmental and climate change challenges that threaten its social, economic, and ecological systems. Historically, these issues have received limited attention due to ongoing political complexities and security concerns. However, there is a growing recognition of the need to prioritize environmental sustainability and climate resilience as integral components of national development.
As UNDP's implementing partner for a Communication, Advocacy and Research project, the Resilience, Environment and Humanitarian Aid (REHA) Organization will lead efforts to shift the narrative around climate change in Afghanistan, ensuring that stakeholders understand the importance of integrating environmental considerations into policy and practice.
The primary purpose of this project is to enhance the understanding and perception of UNDP's contributions to addressing Afghanistan's environmental and climate challenges
 

Job Descriptions:

Under this project the holder of position will focus on designing methodologies, developing knowledge products, facilitating policy dialogues, and enhancing capacity-building initiatives.
Scope of Work:
1.    Knowledge Product and Strategy development:
     • Develop the overall framework and methodologies for developing knowledge products, conducting policy dialogues (workshops) and other project related activities that ensuring alignment with strategic objectives and local context.

  • Draft and develop a range of knowledge products, including assessments, policy briefs, strategies, and studies that communicate critical environmental and climate change information to stakeholders.
    •  Draft and development of the national climate change strategy and action plan of the country in coordination with relevant stakeholders including NEPA and REHA expert team.
  • Conduct a biophysical and technical assessment of the Kole Hashmat Khan wetland in coordination with relevant stakeholders as NEPA and others.
  • Draft the outline and development of knowledge product on the UNDP’s energy initiatives and projects in Afghanistan.
  •  Ensure that all knowledge products are evidence-based, relevant, and accessible to diverse audiences and contextualized as per the prevalent condition in Afghanistan.
  •  Contribute to the development or updating of national climate change policies or plans, ensuring they reflect current challenges and opportunities.
  •  Collaborate with governmental and non-governmental stakeholders to ensure inclusivity and relevance in policy frameworks.
  •  Conduct thorough reviews and analyses of relevant documents, reports, and plans related to climate change and environmental policies.
  •  Provide critical feedback and insights to inform project direction and strategy.
2.    Capacity Building, Monitoring and Reporting:
•    Organize and facilitate policy dialogues at regional and national levels, bringing together key stakeholders such as government, NGOs, community leaders, and international partners.
•    Facilitate technical and policy discussions among stakeholders, fostering collaboration and consensus on climate change issues.
•    Design and implement capacity-building initiatives aimed at enhancing the skills and knowledge of stakeholders in climate change and environmental management.
•    Prepare periodic reports on project progress, challenges, and lessons learned, ensuring alignment with donor requirements.
•    Provide expert advice and recommendations to project management on technical matters related to climate change adaptation and mitigation.
•    A comprehensive report summarizing all project activities, achievements, challenges, and lessons learned, including recommendations for future initiatives.
•    Provide technical support in Design and delivery of capacity-building training programs for 30 youth and women, including training outlines, facilitator guides, and participant handouts.
 

Job Requirements:

•    Education:
•    Advanced degree in environmental science, climate policy, development, or a related field.
•    Experience:
•    Minimum 5 years of experience in climate change policy development, environmental management, or related fields.
•    Proven track record of working with governmental, non-governmental, and international organizations on environmental and climate-related initiatives.
•    Skills:
•    Strong analytical and strategic thinking and writing skills.
•    Excellent communication, facilitation, and presentation skills.
•    Ability to work effectively in multicultural environments and engage diverse stakeholders.
•    Knowledge:
•    Deep understanding of climate change issues, policies, and strategies, particularly in the context of Afghanistan.
•    Familiarity with international climate frameworks and best practices in advocacy and capacity building and strategy development.
