Afghan Family Guidance Association (AFGA) is an Afghan non-governmental, not-for-profit and non-political organization established in 1968. Alongside the Ministry of Public Health, AFGA has been working in the field of Reproductive Health since its inception. AFGA is a fully accredited member of the International Planned Parenthood Federation (IPPF) and an important partner of UNFPA.

A committed team of more than 600 experts are working in 11 provinces of Afghanistan to achieve AFGA goals and objectives. AFGA provides health services to the most vulnerable and hard to reach communities through over 140 service delivery points. 

Job Descriptions:
  1. Coordination and Management 
  • The project manager is in charge to manage one or several ongoing projects resources, relations and reporting. 
  • The project manager Responsible to lead and manage project’s technical and operational/field staff at the country level.
  • Responsible for day-to-day management of the project’s technical aspect and oversee the implementation of the project activities in line with the project’s documents (action plan, proposal and LFA).
  • Responsible for projects resources management in due to projects budget, proposal and agreed planed resources.
  • Conduct rapid need assessments during humanitarian crisis situations and ensure reproductive health information is reflected in the assessment reports. 
  • Conduct supervision and monitoring visits of project activities.
  • In charge to design and implement action plans against finding of 3rd party visits (M&E- line agency, donor etc)
  • Design and develop action plans for project officers/assistants and closely follow activity progress.
  • Design and monthly base update project trucking sheet and share with line manager, highlight critical activities.   
  • Provide support in the development of the capacity-building action plan based on the outcomes of any field missions as well as analysis of ongoing/completed projects.
  • Oversee and supervise all country-level activities and provide suggestions for improvement of the project activities.
  • Support field teams on managing project logistic, human resources and financial aspects.
  • Make sure the project assistants and officers well understand the project goals, activities and indicators.
  • Prepare weekly, bi-monthly & monthly reports to the Program Manager,
  • Any other project-specific tasks assigned by the Program Manager from time to time.
  1. Administration, Accounting and Reporting
  • Ensure staff attendance and discipline at SDPs and head office and take further steps to ensure improvements.
  • In consultation with line manager, draft and/or update the TORs for project staff all and actively take part in the staff recruitment, orientation and trainings.
  • Conduct probationary and annual staff performance review of project officers and assistants in close coordination with AFGA program and HR teams.
  • Closely monitor the project budget and make sure that all expanses are in line with agreed budget with donor. Make sure expenditure clearance are completed in due to pre identified timeline of finance department.
  • Provide support to AFGA logistic department on procurement of assets, commodities, medicine and other consumables.
  • In coordination with project officers, closely monitor commodities and medicine at SDPs, make sure all SDPs reports are timely shared with logistic and SDPs receive their needed medicine. 
  • Respect all rules and regulations of the AFGA and adhere safeguarding policy and support safeguarding focal point for providing update from field.
  • Prepare and submit progress and financial reports to line manager, AFGA management and donors
  • Review, edit and combine reports from project officers, assistants and field and submit consolidate report to line manager.
  • Prepare and submit reports to MoPH and PPHD as and when required following the agreed deadlines and formats.
  • Support project registration and MOU signing
  • Creat and maintain good working relation with AFGA departments (M&E- Logistics, Finance, IT, HR and)

Coordination and advocacy:

  • Coordinate all activities related to project with involved stakeholders at the national and provincial level and attend all stakeholder meetings regularly.
  • Coordinate and establish sound working networks with concerned government & non-government authorities, e.g. MoPH, UN, Non-UN Humanitarian agencies, health sector actors, emergency, and humanitarian projects’ implementers and etc.
  • Build strong partnerships with health and humanitarian assistance stakeholders at the country and province level.
  • Effectively manage relationships with the project teams at the provincial level and ensure need-based communications at all stages of the project.
  • Conduct frequent visits to the project sites including districts and villages where the project runs.

 

Job Requirements:
  • MD degree from well know university, master degree will be a plus  
  • Excellent facilitation skills to work with a wide range of people and manage different groups of people.
  • Excellent reporting skill of narrative and data reports.
  • Strong oral and written skills in English, Dari, and Pashto.
  • At least 5 years of work experience in project/program management with INGOs/NNGOs or Humanitarian Organizations.
  • Strong team orientation and staff development skills.
  • Strong communication skills.
  • Strong computer skills (Ms. Office, Windows, Internet).
  • Ability to work under pressure and meet tight deadlines.
  • Ability to travel to various provinces of Afghanistan.
