OHW is operating since 2007 in the country with active membership with the national clusters and international donor agencies in Afghanistan including SWABAC, ACBAR, AICS, BAAG, AWN and most of the national and international Clusters operates based in Afghanistan.

Job Descriptions:

Job Summary:

The Legal Project Officer is responsible for the technical implementation, case management oversight, and stakeholder coordination of the Legal Identity Documentation (LID) project at the district level. He/she ensures that highly vulnerable individuals receive high-quality legal counseling, and oversees the entire lifecycle of legal identity cases from initial intake to final administrative closure.

Duties and Responsibilities

A. Case Management & Quality Oversight:

  • Oversee the entire lifecycle of LID cases from the initial registration stage to the formal case closure stage.
  • Maintain strict follow-up protocols for all open files, ensuring administrative bottlenecks at government offices are actively resolved.
  • Oversee the day-to-day activities of Legal Assistants, particularly focusing on the delivery of counseling and legal assistance.
  • Ensure the quality of services provided to displaced and crisis-affected people is in strict accordance with the legal program SOP, project documents, and applicable national laws and procedures.
  • Ensure systematic, highly confidential, and secure documentation and archiving of physical and digital case files.
  1. Assessments & Protection Interventions:
  • Conduct detailed needs assessments and other baseline or rapid assessments as required by the changing field context or project objectives.
  • Provide direct, high-quality legal counseling and orientation to vulnerable beneficiaries regarding procedural pathways for obtaining electronic Tazkiras (e-Tazkira), birth certificates, and marriage registries.
  1. Liaison & Referral Networks:
  • Liaise with governmental, non-governmental organizations, and UN agencies to establish and maintain strong networks for protection referrals.
  • Manage active field-level coordination and communication with provincial line departments, including the National Statistics and Information Authority (NSIA), and Ministry of Refugees and Repatriation (MoRR).
  1. Policy Compliance & Institutional Support:
  • Maintain strict adherence to OHW policies, guidelines, and procedures, including the humanitarian code of conduct, PSEA, and data protection rules.

Directly assist the Project Coordinator in drafting weekly progress updates, monthly narrative logs, and tracking field performance indicators.

Job Requirements:

Bachelor’s degree from Law (LL.B.), Sharia or related field.

Minimum 3 years of proven experience managing legal assistance or protection projects with an NGO in Afghanistan.

Excellent communication, facilitation, coordination, and report-writing skills.

Ability to work effectively with communities, local authorities, and diverse stakeholders.

Proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint.

Knowledge of humanitarian principles, CHS, AAP, PSEA, and protection mainstreaming.

Fluency in Pashto, Dari, and English (written and spoken).

Proficiency in Microsoft Office applications (Word, Excel, PowerPoint) and Outlook. 

Experience in monitoring, data collection, and report writing.

Good communication, facilitation, and interpersonal skills. 

Ability to work under pressure and manage multiple tasks effectively.
