Background

ARM Consulting is a research and management consulting firm engaged in monitoring, evaluation, third-party monitoring, assessments, and data collection assignments across Afghanistan. It works with humanitarian and development partners to generate reliable field data that supports evidence-based decision-making.

To support this effort, ARM Consulting seeks to recruit Field Enumerators from all 34 provinces of Afghanistan to conduct high-quality data collection assignments in accordance with established survey methodologies, ethical standards, and project requirements. Enumerators will be engaged on a short-term, on-call basis depending on project needs and geographic coverage.

Purpose of the Assignment

Field Enumerators will support data collection, monitoring, assessments, and research activities across all 34 provinces of Afghanistan. Assignments may include household surveys, agricultural assessments, market assessments, post-distribution monitoring (PDM), needs assessments, key informant interviews (KIIs), focus group discussions (FGDs), observations, and other field-based data collection activities, depending on project requirements.

Key Responsibilities

Field Enumerators will perform the following tasks:

  • Conduct field visits and collect high-quality data using digital data collection tools such as KoboToolbox, ODK, SurveyCTO, CommCare, or similar platforms.
  • Identify and locate selected households, communities, farms, markets, institutions, or other respondents based on the approved sampling methodology.
  • Clearly explain the purpose of the assessment to respondents and obtain informed consent before conducting interviews.
  • Conduct household surveys, key informant interviews (KIIs), focus group discussions (FGDs), observations, and other approved data collection activities in accordance with project protocols.
  • Maintain respectful, impartial, and culturally appropriate communication with community members and stakeholders.
  • Ensure all collected data is accurate, complete, consistent, and submitted within the required timeframe.
  • Review completed questionnaires before submission to minimize errors, omissions, and inconsistencies.
  • Report any technical issues, security concerns, or field challenges encountered during data collection to the assigned supervisor.
  • Maintain strict confidentiality of respondent information and comply with data protection and research ethics principles.
  • Ensure participation is voluntary and respondents' rights are respected throughout the data collection process.
  • Follow humanitarian principles, safeguarding, and protection standards during all field activities.
  • Coordinate closely with provincial supervisors, team leaders, and ARM Consulting project staff regarding daily field activities.
  • Participate in required enumerator training and briefing sessions before deployment.
  • Provide regular updates on field progress, challenges, and completed assignments as requested by supervisors.
  • Perform other field data collection tasks assigned by ARM Consulting within the scope of the assignment.

Note: This is a short-term, on-call assignment. Field Enumerators may be deployed to assignments in their province of residence or nearby locations based on project requirements, availability, and security conditions. Job Requirements:
  • Please apply only if you meet the following requirements:

    • Bachelor's degree or equivalent qualification in Social Sciences, Agriculture, Economics, Statistics, Public Health, Education, Development Studies, or another relevant field. Relevant field experience may be considered in lieu of formal education where appropriate.
    • At least 2–3 years of experience in data collection, surveys, monitoring and evaluation (M&E), research, assessments, or related field activities with humanitarian, development, government, or private-sector organizations in Afghanistan.
    • Experience conducting household surveys, key informant interviews (KIIs), focus group discussions (FGDs), observations, or other field data collection methodologies.
    • Proficiency in using digital data collection platforms such as KoboToolbox, Open Data Kit (ODK), SurveyCTO, CommCare, or similar applications.
    • Fluency in Dari and/or Pashto. Knowledge of English is an asset, particularly for understanding survey tools, reporting, and communication with project staff.
    • Strong interpersonal and communication skills, with the ability to engage respectfully and professionally with diverse communities.
    • Willingness and ability to travel extensively and work in assigned districts and provinces across Afghanistan, including remote and hard-to-reach areas, subject to security conditions.
    • Good understanding of research ethics, informed consent procedures, confidentiality, and data protection principles.
    • Strong attention to detail and commitment to collecting accurate, complete, and high-quality data.
    • Ability to work independently as well as collaboratively within a field team while meeting project timelines and quality standards.
    • Familiarity with humanitarian and development programming in Afghanistan is an advantage.
