The Rural and Rehabilitation Development Program Organization (RRDPO) is a registered, nonprofit, non-political, non-governmental organization dedicated to improving the lives of vulnerable communities across Afghanistan. 1. Background

Under the Maternal and Child Benefit Program (MCBP), the Nutrition-Sensitive Livelihoods (NSL) component aims to enhance the food security, nutrition, and resilience of vulnerable households in selected districts. The NSL component focuses on building the practical and entrepreneurial capacities of targeted beneficiaries so they can engage in income-generating and nutrition-improving activities that contribute to sustainable household wellbeing.

2. Purpose of the Job

The PSEA/SH (Protection from Sexual Exploitation and Abuse and Sexual Harassment) will serve as the designated focal person for Protection from Sexual Exploitation and Abuse (PSEA) within the Rural Rehabilitation and Development Program Organization (RRDPO). The position is responsible for promoting awareness of PSEA principles, codes of conduct, and safeguarding standards among staff, partners, and beneficiaries. The focal point will support the implementation of PSEA policies, ensure communities are informed about safe and confidential complaint mechanisms, and contribute to maintaining a safe, respectful, and accountable working environment across all project activities.

3. Key Duties and Responsibilities

1. Serve as the primary focal point for all PSEA/SH-related matters within the MCBP-EQ and MCBP-NSL and GFA projects in the organization all activities East Region.
2. Promote awareness and understanding of PSEA/SH principles, safeguarding standards, gender equity, and organizational Codes of Conduct among staff, volunteers, partners, contractors, and beneficiaries.
3. Support the implementation and enforcement of organizational PSEA policies, procedures, and safeguarding frameworks in line with donor and humanitarian standards.
4. Organize and facilitate regular trainings, orientations, and awareness sessions on PSEA, safeguarding, prevention of sexual exploitation and abuse, gender-sensitive approaches, and reporting mechanisms.
5. Ensure all staff and project personnel sign and adhere to the organization’s Code of Conduct and PSEA/SH commitments.
6. Establish, strengthen, and maintain safe, confidential, accessible, and survivor-centered complaint and feedback mechanisms for staff and community members.
7. Ensure beneficiaries and communities are informed about their rights, expected staff behavior, available complaint channels, and available protection services.
8. Receive, document, and report PSEA/SH complaints and concerns in accordance with organizational procedures while ensuring confidentiality, safety, dignity, and a survivor-centered approach.
9. Coordinate timely referrals of reported cases to appropriate services and authorized entities, including protection, health, psychosocial, legal, and security services when required.
10. Monitor compliance with PSEA/SH standards across field activities and provide recommendations for corrective actions where gaps are identified.
11. Conduct regular field visits and community engagement activities to assess safeguarding risks and strengthen accountability mechanisms.
12. Provide technical guidance and ongoing support to field teams to ensure integration of safeguarding and gender-sensitive practices into project implementation.
13. Work closely with project management, HR, MEAL, protection, and program teams to strengthen safeguarding systems and accountability measures.

Education

• Bachelor’s degree in Gender Studies, Social Sciences, Human Rights, or Bachelor’s degree 

Experience

• At least 2–3 years of experience in safeguarding, gender mainstreaming, or PSEA/SH, GBV preferably with NGOs or development organizations.

Skills and Competencies

• Strong knowledge of PSEA/SH, safeguarding, gender equality, and humanitarian principles.
• Excellent communication, coordination, facilitation, and reporting skills.
• Ability to maintain confidentiality and handle sensitive cases professionally using a survivor-centered approach.
• Skilled in conducting trainings, community awareness sessions, and managing complaint mechanisms.
• Good organizational, problem-solving, and interpersonal skills with proficiency in Microsoft Office applications.
• Commitment to safeguarding standards and zero tolerance for sexual exploitation and abuse.
• Proficiency in computer packages including MS Word, Excel, PowerPoint, Outlook,
