Job Descriptions:

Purpose of the Position

To lead and strengthen ASLO’s planning, monitoring, and evaluation systems, ensuring that programs and projects are effectively planned, implemented, monitored, and reported according to donor requirements, organizational standards, and government regulations.

Key Responsibilities

  1. Planning & Strategy Development:
    • Lead the development of organizational and program-level strategic plans, annual plans, and operational frameworks.
    • Provide technical guidance on project design, logical frameworks, and indicators.
  2. Monitoring & Reporting:
    • Develop and implement monitoring tools, systems, and methodologies to track project progress and outcomes.
    • Ensure timely collection, analysis, and reporting of program data for internal use and donor submission.
    • Prepare high-quality technical, programmatic, and financial reports.
  3. Evaluation & Learning:
    • Plan and lead evaluations of projects and programs to assess impact, effectiveness, and sustainability.
    • Provide recommendations for program improvement based on evidence and lessons learned.
    • Promote a culture of learning and accountability within the organization.
  4. Capacity Building & Coordination:
    • Train and mentor program staff on monitoring, evaluation, and learning (MEL) systems and best practices.
    • Coordinate with donors, government authorities, and other partners on PME requirements and reporting standards.
    • Ensure compliance with organizational policies, donor standards, and national regulations.
  5. Data Management & Quality Assurance:
    • Maintain data integrity and accuracy across all PME activities.
    • Establish and monitor quality assurance mechanisms to ensure reliability of information.
  6. Proposal Development Support:
    • Provide technical input in proposal writing, including results frameworks, indicators, and M&E components.

 

Job Requirements:

Education & Qualifications

  • Master’s or PhD in Public Health, Social Sciences, Statistics, Economics, Development Studies, or related field.
  • Minimum 10–12 years of experience in planning, monitoring, evaluation, and reporting with NGOs, INGOs, or government institutions.
  • Strong knowledge of donor reporting requirements and international M&E standards.

Skills & Competencies

  • Excellent analytical, planning, and problem-solving skills.
  • Strong leadership and team management skills.
  • Proficient in data management and analysis software (e.g., SPSS, Excel, Access, DHIS2, or equivalent).
  • Ability to produce high-quality reports and visualizations.
  • Strong coordination, negotiation, and communication skills.
  • Experience in capacity building and training of staff.

Language Requirements

  • Advanced English, Dari, and/or Pashto (spoken and written).

  • Perform other duties as reasonably required within the scope of the role.
