Job Descriptions:

Strategic Leadership

  • Develop and implement long-term business strategies aligned with Ghazanfar Pay’s mission and emerging market opportunities.
  • Drive innovation in digital payment solutions, financial inclusion initiatives, and enhanced customer experience.
  • Identify and pursue new business opportunities, markets, and strategic partnerships at both national and international levels.
  • Ensure alignment of Ghazanfar Pay’s goals with Ghazanfar Bank’s strategic priorities and Board directives.
  • Ensure strategies are adaptive to Afghanistan’s fragile financial and regulatory environment, including contingency planning for operational continuity.
  • Lead the development of financial inclusion strategies targeted specifically at rural, unbanked, and vulnerable populations.

Operational Management

  • Oversee daily operations to ensure efficiency, scalability, and regulatory compliance.
  • Lead product development and service delivery, ensuring secure, seamless, and user-friendly digital payment experiences.
  • Establish, track, and evaluate Key Performance Indicators (KPIs) across all departments.
  • Build robust risk management, cybersecurity, and fraud prevention frameworks.
  • Implement advanced technologies such as mobile wallets, online payment gateways, blockchain solutions, and AI-driven systems.
  • Ensure interoperability of Ghazanfar Pay platforms with national payment systems and international payment networks.
  • Oversee disaster recovery and business continuity planning for digital services.

Financial Stewardship

  • Oversee financial performance, budgeting, and reporting to ensure sustainable growth and profitability.
  • Lead fundraising efforts including equity, debt, and grant opportunities.
  • Develop strong investor relations and ensure financial transparency.
  • Ensure optimization of cost structures while investing in innovation and market expansion.
  • Ensure capital adequacy and liquidity levels in line with DAB’s EMI regulations.
  • Oversee revenue diversification through partnerships with telecoms, NGOs, and government projects.

Regulatory & Compliance

  • Ensure strict adherence to Da Afghanistan Bank (DAB) regulations, AML/CFT frameworks, and data protection laws.
  • Broaden “compliance with international financial standards” to explicitly include FATF recommendations, PCI-DSS standards, and GDPR-like data protection norms.
  • Maintain compliance with international financial standards and global money transfer regulations.
  • Build and oversee effective internal control and compliance systems.
  • Liaise proactively with central banks, regulators, and government agencies to strengthen Ghazanfar Pay’s credibility and licensing.
  • Maintain transparent reporting to the parent bank and regulatory authorities, ensuring no conflict of interest between bank operations and subsidiary.

Team Leadership & Culture

  • Build, manage, and motivate a strong, diverse leadership team across Product, Technology, Finance, Compliance, Risk, and Marketing.
  • Foster a high-performance, ethical, and inclusive organizational culture.
  • Mentor and develop internal talent, ensuring capacity-building and succession planning.
  • Champion values of integrity, innovation, and customer-centric service delivery.

Stakeholder Engagement

  • Represent Ghazanfar Pay to shareholders, investors, partners, media, and customers.
  • Cultivate and maintain strategic relationships with banks, telecom operators, fintech companies, regulators, and global payment networks.
  • Act as the public face of Ghazanfar Pay in both domestic and international forums.
  • Promote Ghazanfar Pay’s commitment to financial inclusion and digital transformation across Afghanistan.
  • Engage with humanitarian organizations, NGOs, and development partners to expand digital financial services outreach.
  • Establish thought leadership by representing Ghazanfar Pay in regional fintech alliances and global innovation forums.

Abilities of Chief Executive Officer:

  1. Chief Executive Officer shall have knowledge of the EMI industry, financial and accounting policies and practices and related laws and regulations.
  2. Chief Executive Officer Shall Understand the trading and operational processes.
  3. Chief Executive Officer shall have Advance knowledge of financial management.
  4. Chief Executive Officer shall identity, Develop and direct the implementation of business strategy.
  5. Chief Executive Officer Shall Plan and direct the organization’s activities to achieve stated targets and standards for financial and trading performance, quality, culture and legislative adherence.
  6. Chief Executive Officer Shall dedicate full professional commitment and avoid conflicts of interest with other financial institutions..
  7. Chief Executive Officer shall be able to define and articulate the organization’s vision and to develop strategies for achieving that vision.
  8. Chief Executive Officer shall have proven track record in business management, planning and financial oversight.

Reporting Line

  • Reports to: Board of Directors of Ghazanfar Pay (with close coordination with Ghazanfar Bank Board).
  • Supervises: Senior Management Team (Operations, Finance, Technology, Risk, Compliance and Marketing).
  • CEO performance will be subject to annual review by the Board, with specific KPIs on growth, compliance, financial inclusion, and risk management.
Job Requirements:

Qualifications

  • Master’s degree in Business Administration, Finance, Economics, or related field (MBA preferred).
  • Specialized certification or training in digital finance, fintech, or electronic payment systems is an advantage.

Experience Required

  • Minimum 10 years of progressively senior leadership experience in banking, fintech, digital payments, or financial services.
  • Experience in managing large-scale digital transformation projects is highly desirable.
  • Proven track record of launching and scaling financial technology platforms/products.
  • Strong background in risk management, AML/CFT, cybersecurity, and compliance frameworks.
  • Demonstrated experience in investor relations, fundraising, and strategic partnerships.
  • Regional or international experience in digital finance will be considered an asset.
  • Experience in regulatory engagement with central banks or financial authorities.
  • Exposure to humanitarian or development finance projects is an asset (given Afghanistan’s donor-driven environment).
