A. Emergency Program Design & Implementation
- Lead rapid needs assessments (RNA/MIRA) and situation analyses in emergency contexts
- Design emergency response projects (ERPs) across sectors such as:
- Emergency WASH
- Emergency Shelter/NFI
- Food Security & Cash-Based Transfers (CBT)
- Emergency Health & Nutrition
- Protection, GBV, and Child Protection (where applicable)
- Develop log frames, work plans, procurement plans, and MEAL frameworks for emergency grants
- Ensure projects are implemented on time, within budget, and to quality standards
B. Emergency Preparedness & Rapid Response
- Lead and maintain Emergency Preparedness & Response Plans (EPRP)
- Establish and update contingency plans, surge rosters, and emergency SOPs
- Coordinate rapid mobilization of staff, partners, and resources during crises
- Support pre-positioning strategies and framework agreements for emergency response
C. Grants & Donor Management
- Lead emergency proposal development for donors (UN, pooled funds, bilateral donors, INGOs)
- Ensure full compliance with donor rules, cost eligibility, and reporting timelines
- Coordinate with Finance and Operations on:
- Budget planning and revisions
- Emergency procurement and cash programming
- Donor reporting and audits
- Contribute to donor briefings, situation updates, and emergency dashboards
D. Coordination & Representation
- Represent the organization in:
- Emergency clusters and working groups
- Inter-agency coordination forums
- Local coordination with authorities, elders, and humanitarian partners
- Ensure alignment with cluster standards, SPHERE, and humanitarian principles
- Strengthen partnerships with local NGOs and community structures
E. Quality, MEAL & Accountability
- Ensure strong Accountability to Affected Populations (AAP) mechanisms:
- Community feedback and complaints response mechanisms (CFRM)
- Transparent beneficiary communication
- Oversee MEAL systems for emergency projects:
- Output and outcome tracking
- Post-distribution monitoring (PDM)
- Learning and adaptation
- Ensure lessons learned and best practices are documented and institutionalized
F. Safeguarding, Protection & Risk Management
- Ensure Safeguarding, PSEA, Child Protection, and Do No Harm principles are integrated into all emergency activities
- Identify and mitigate risks related to:
- Access
- Aid diversion
- Security
- Gender and inclusion
- Lead incident reporting and coordination with Safeguarding and Compliance units when required
G. Team Leadership & Capacity Building
- Line-manage emergency response staff (Program Officers, Coordinators, Field Teams)
- Support surge recruitment and onboarding during emergencies
- Build staff capacity on:
- Emergency response standards
- CBT programming
- Rapid assessments
- Gender-responsive and inclusive emergency programming
- Promote staff wellbeing and duty of care in high-stress emergency settings.
