About Afghanistan Research, Development and Health Organization - ARDHO:

Afghanistan Research, Development and Health Organization (ARDHO) is a non-governmental, non-political, non-for-profit and independent organization developed in 2019 by a group of community development and research specialists and registered with the Ministry of Economy (registration number: 4727). The aim of the organization is to contribute to the development of Afghanistan as an integral part of the international community. It envisages accomplishing its aims by building local capacities, generating evidence in various disciplines, promoting evidence-based best practices, and implementing developmental projects aimed at Community Development at the grass root level.

ARDHO services include planning of humanitarian and development projects, designing feasibility studies, and management of community-based interventions for the development of target communities through best practices. ARDHO considers a multi-sectoral approach to Community Development and hence ensures its services to be offered through an extended range of sectors spanning health, Nutrition, Research, Education, WASH, Food Security and livelihood.  It also tries to ensure that women empowerment, as a key cross-cutting issue, is at the center of Community Development. ARDHO has access to most of the provinces of Afghanistan with greatest acceptance.

Job Descriptions:

Main Responsibility

    • Responsible for ensuring overall technical quality of services and required technical input for different project activities in the province.
    • Prepare informative, timely and accurate technical activity reports from the data received from field activities required to be incorporated into the overall project reports and updates.
    • Provide continuous guidance and technical assistance to the technical staff of the project and supervisors at provincial level as per need and recommendations.
    • Ensure that appropriate skills and knowledge transfer activities are occurring as planned.
    • Conduct regular evaluation of project indicator targets to ensure progress occurs. Accountable to conduct regular project performance evaluation and assessment of agreed project indicators to ensure proper progress and achievement.
    • Ensure technical assistance to design, develop and follow up regular action plan and other project documents.
    • Ensure supportive supervision and monitoring of different field activities, prepare and corrective action plan based on evidence-based information and findings.
    • Lead and mange project activities including active participation in provincial level meetings, communication and coordination in absence of project manager and office instructions.
    • Ensure prior instruction of project manager or official approval or recommendation of BRAC main office/ Program Coordinator for certain assignments, communication or coordination other than routine project/s assignments indicated in this TOR.
    • Technical Oversight & Implementation
    • Lead provincial-level implementation of SAFE project activities in line with MOPH, UNICEF/ADB technical standards.
    • Performance Management (P4P Integration)
    • Monitor performance indicators and link deliverables to incentive structures under the P4P framework.
    • Validate outputs and outcomes for disbursement eligibility.
    • Support local teams in achieving performance targets and provide capacity-building as needed.
    • Coordination & Stakeholder Engagement
    • Liaise with provincial government bodies, NGOs, and community leaders to ensure alignment and support.
    • Represent the project in provincial coordination forums and technical working groups.
    • Monitoring, Evaluation & Reporting
    • Oversee data collection and reporting systems to track progress against KPIs.
    • Submit monthly and quarterly technical reports to the national office and donor agencies.
    • Ensure compliance with ADB/UNICEF reporting formats and timelines.
Job Requirements:
  • With MD OR MBBS, at least 6-8 years and with MPH or DPH at least 6-10 years’ work experience in health project management

Strong analytical, conceptual and information management skills and strategic thinking.
Demonstrated skills in motivating, coaching, and managing teams, managing conflict, stress, and working as a mediator to resolve problems
Sound judgment, flexibility and cultural sensitivity
Language Requirements:
Excellent written and oral communication skills in English
