Job Descriptions:

Scope of Work

The Provincial ESHS Officer will be responsible for monitoring and ensuring the effective implementation of the Environmental and Social Management Plan (ESMP), and other safeguard instruments under the Helmand BPHS/HIVA Project. The position ensures compliance with national environmental and social laws, donor safeguard standards, and AYSO’s internal health and safety protocols.

Duties and Responsibilities

  • Monitor the implementation of the Environmental and Social Management Plan (ESMP), and other safeguard frameworks in all project activities.
  • Conduct regular site visits and environmental and social risk assessments to ensure compliance with environmental protection and social safeguard measures.
  • Ensure adherence to environmental laws, waste management protocols, biodiversity conservation, pollution control, and occupational health standards.
  • Support environmental impact assessments (EIAs) and facilitate community and stakeholder consultations in coordination with the provincial team.
  • Identify potential environmental, social, and health risks during project implementation and recommend practical mitigation measures.
  • Implement and oversee workplace safety protocols in accordance with local labor laws and international best practices.
  • Conduct routine health and safety inspections, audits, and accident investigations, ensuring immediate corrective actions are taken.
  • Promote a strong safety culture by organizing awareness sessions, trainings, and ensuring availability and use of personal protective equipment (PPE).
  • Maintain the Grievance Redress Mechanism (GRM), record complaints, track progress, and ensure timely resolution.
  • Engage with local communities, project workers, and stakeholders to address social issues and maintain transparent communication.
  • Support public consultations, information disclosure, and ESHS communication activities in line with donor requirements.
  • Prepare and submit monthly and quarterly ESHS performance reports, including environmental, social, and safety indicators.
  • Maintain accurate documentation and records of ESHS compliance, inspections, incidents, and follow-up actions.
  • Facilitate donor and regulatory audits by providing required ESHS documentation and reports.
  • Build capacity of project staff, contractors, and health facility teams on ESHS standards, safe work practices, and risk management.
  • Develop and distribute job aids, posters, and ESHS awareness materials tailored to the local context.
Job Requirements:
  • Bachelor's degree in environmental science, social science (or a related field) and 4 years of professional relevant experience, including managing gender-based violence and medical waste management, Grievances Redressal
  • Knowledge of the World Bank or ADB and Afghanistan's Environmental and Social Legislations and frameworks is an asset.
  • Good command of English and fluency in Dari and Pashto (verbal and written).
  • Excellent computer skills (MS Word, Excel, Internet).
  • Trained in HMIS, DHIS2, and Report Hub systems.
  • Strong analytical, supervisory, and reporting skills.
  • Team player, proactive, flexible, and able to meet deadlines under pressure.
