Scope of Work

The Provincial HMIS Coordinator/Monitoring & Performance Manager is responsible for ensuring accurate, timely, and complete collection, management, and reporting of health data across all BPHS/HIVA project health facilities in Helmand province. The position ensures the implementation of standard HMIS tools and guidelines, maintains data quality, and supports the use of health information for decision-making. The HMIS Manager provides technical supervision, capacity building, and mentorship to health facilities staff, ensures coordination with PPHD and other stakeholders, and supports timely reporting to UNICEF and MoPH in line with AYSO policies and project requirements.

Duties and Responsibilities

  • Ensure all health facilities in Helmand province implement standard HMIS tools and guidelines as per project requirements
  • Register all HFs in MoPH-HMIS, HeRAMS systems, and assign HMIS codes.
  • Ensure timely and accurate data entry into UNICEF, MoPH-HMIS, DHIS2, and Report Hub as required.
  • Verify accuracy, consistency, and completeness of HMIS reports received from health facilities.
  • Ensure availability and proper use of HMIS tools across all service delivery points.
  • Conduct regular supervision of health facilities and provide technical feedback on HMIS performance.
  • Analyze HMIS data and share results with provincial management and technical teams for decision-making.
  • Facilitate quarterly HMIS data review and data-use meetings at the provincial level.
  • Support coordination with TPM, PPHD and other stakeholders for data management and system strengthening.
  • Provide on-the-job training, coaching, and supportive supervision to HMIS supervisors and facility staff.
  • Ensure timely collection, compilation, and submission of monthly and quarterly HMIS reports to AYSO, UNICEF and MoPH on timely manner.
  • Maintain proper documentation and archiving of HMIS reports and related data.
  • Identify gaps in data reporting and propose corrective actions.
  • Ensure new health facilities staff receive HMIS orientation before assuming their roles.
  • Participate in external monitoring and ensure follow-up on recommendations.
  • Coordinate and support implementation of revised BPHS/HIVA indicators and data tools.
  • Collaborate with the training department to plan and track HMIS trainings based on identified needs.
  • Participate in provincial coordination meetings and represent HMIS functions as required
Job Requirements:
  • Medical degree (MD) or Master’s in Public Health.
  • Minimum 4 years of experience in HMIS/data management and analysis in health programs.
  • Strong knowledge of BPHS and EPHS packages.
  • Good command of English and fluency in Dari and Pashto (verbal and written).
  • Excellent computer skills (MS Word, Excel, Internet).
  • Trained in HMIS, DHIS2, and Report Hub systems.
  • Strong analytical, supervisory, and reporting skills.
