Job Descriptions:

Position Purpose

The M&E Officer is responsible for managing the full cycle of monitoring and evaluation activities for the Restoring Health Rebuilding Lives (RHRL) project, ensuring high-quality data collection, documentation, reporting, and analysis to support effective project implementation and evidence-based decision-making.

The Restoring Health Rebuilding Lives (RHRL) project focuses on providing primary health care and psychosocial support to returnees in Kabul, Laghman, and Nangarhar provinces.

Main Duties & Responsibilities

  • The M&E Officer will support the Project Manager in implementing the project’s monitoring and evaluation system and ensuring accountability to both donors and beneficiaries.
  • The officer will make sure that all project documentation is complete, well-organized, and easily accessible for audits and stakeholder review.
  • The M&E officer will lead the development of SMART objectives, logical frameworks, monitoring plans, and evaluation methodologies, and ensure that all M&E activities are aligned with project goals, targets, and donor reporting requirements.
  • Work closely with the project team so that M&E becomes an integral part of daily implementation, improving project quality, accountability, management, and impact.
  • The M&E Officer will conduct regular field monitoring visits in Kabul and provincial locations and prepare monitoring reports with key findings and recommendations.
  • The M&E Officer will carry out data collection, verification, and data quality checks to ensure accurate and reliable project information
  • Ensure accurate entry and maintenance of beneficiary records in the Client Management System (CMS) and the Communication Dashboard
  •  Responsible for timely and high-quality reporting on project indicators, in line with organizational and donor standards.
  • Help implement and manage the feedback and complaints response mechanism to ensure accountability to affected communities.
    The M&E Officer will support the coordination of external evaluations by providing necessary data and documentation.
  • Any other duties assigned by the Supervisor, Senior Program Manager or Country Director to support the effective implementation of Hagar’s projects.
Job Requirements:

Education:

  • Bachelor’s degree in economics, business/public administration, statistics, or social development, Public Health, Health Sciences master’s degree is preferred
  • Familiar with different M&E tools for data collection like surveys, focus groups, and interviews.  analytical frameworks such as the logical framework approach; and digital platforms like Kobo Toolbox, Comcare for mobile data collection or etc.
  •  

 

Experience:

  • At least 3 years’ experience in the field of M&E with with proven experience in M&E for health projects.
  • Proven success in designing, implementing, and operating M&E systems from project initiation to closeout.
  • In depth M&E experience in an international NGO is an advantage.
  • Experience in data analysis and assessment.
  • Experience in planning and managing surveys, developing and refining data collection tools, and conducting data quality assessments and oversight.

 

Skills and Personal Attributes:

  • Excellent verbal and written communication skills in Dari, Pashto, and English
  • Computer proficiency  
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Ability to work with clients coming out of difficult backgrounds, with empathy and care
  • Willing to travel to provinces if necessary
  • Ability to synthesize complex information and communicate it effectively to diverse audiences
