1. Background

Help – Hilfe zur Selbsthilfe (Help Germany) is a German humanitarian organization implementing humanitarian projects in the western region of Afghanistan.

As part of its organizational commitment to staff capacity building and maintaining the highest ethical and protection standards, Help Germany intends to procure the services of an external trainer to conduct a Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) training for its staff in Herat province.

The training aims to strengthen staff knowledge and practical application of PSEAH principles, organizational policies, and reporting mechanisms in line with international humanitarian standards.

2. Objective of the Assignment

The overall objective of the training is to build the capacity of Help staff to:

• Understand the key concepts of Sexual Exploitation, Abuse, and Harassment (SEAH).
• Recognize, prevent, and respond appropriately to SEAH incidents.
• Promote a safe and respectful working environment.
• Ensure compliance with Help’s Code of Conduct and safeguarding policies.
• Strengthen understanding of reporting and accountability mechanisms.

3. Scope of Work

The external trainer or organization will be responsible to:

1. Develop a tailored PSEAH training agenda and materials suitable for Help staff.
2. Deliver a 3-day interactive training session for approximately 25–30 participants in Herat province.
3. Use participatory training methods (presentations, group work, case studies, role plays, etc.).
4. Deliver the training in English and Dari.
5. Provide training handouts and reference materials.
6. Conduct pre- and post-training evaluations to assess learning progress.
7. Submit a concise training report summarizing content, participation, outcomes, and recommendations.

4. Expected Deliverables

• Approved training agenda and materials.
• Delivery of a 3-day PSEAH training in Herat.
• Pre- and post-assessment results.
• Final training report in English.

5. Duration and Timeline

• Assignment period: 4 days (including preparation and reporting).
• Tentative training dates: [November 2025].
• Location: Herat city (Help Country office).

6. Required Qualifications

The trainer must have:

• Proven experience in conducting PSEAH trainings and/or working in safeguarding or related protection roles.
• Strong understanding of international safeguarding and accountability standards.
• At least 3 years of relevant experience with humanitarian or development organizations.
• Excellent facilitation and communication skills in English and Dari.
• Demonstrated ability to design and deliver practical, participatory learning sessions.
