About Hagar International - Afghanistan:

Hagar was established in 1994 in Cambodia to serve and support women and children who have survived severe exploitation and human rights abuses. In 2009, Hagar expanded its unique whole journey model of long-term, individualized care to Afghanistan and Vietnam. In 2015, Hagar also started delivering services in Singapore, Myanmar, and the Solomon Islands. We walk the whole journey of restoration with each survivor, empower communities to prevent exploitation, and strengthen systems to protect the vulnerable.

Hagar International in Afghanistan implements several integrated programs designed to help survivors recover from trauma and rebuild their lives. These include running Child-Friendly Spaces in IDP camps, economic empowerment initiatives and resilient livelihoods programs, community-based child protection programs, humanitarian relief projects, primary health care services, and emergency response activities.

Job Descriptions:

Position Purpose

To ensure effective financial management of Restoring Heath, Rebuilding Lives (RHRL) project, compliance with internal and external financial policies, and accurate reporting to support organizational goals.

The Restoring Health Rebuilding Lives (RHRL) project focuses on providing primary health care and psychosocial support to returnees in Kabul, Laghman, and Nangarhar provinces.

Main Duties & Responsibilities

  • Manage petty cash and review financial documents daily, ensuring that all transactions are recorded, supported, and securely stored.
  • Maintain accurate and up-to-date records of financial transactions in both hard copy and digital formats for easy reference and audit readiness.
  • Ensure that financial vouchers are correctly coded, fully supported with necessary documentation, verified, and approved by authorized personnel before processing payments
  • Assist the finance team with timely and accurate data entry into QuickBooks, ensuring consistency between source documents and system records.
  • Support the finance team in preparing bank reconciliations by comparing ledger balances with bank statements and identifying any discrepancies for correction.
  • Assist the finance team in preparing and processing payroll, ensuring that salaries, benefits, and deductions are accurately calculated and paid on time.
  • Ensure compliance with organizational financial policies, donor guidelines, and local statutory requirements in all financial transactions and documentation.
  • Support internal and external audit processes by preparing financial reports, organizing supporting documents, and responding to audit queries.
  • Maintain complete and well-organized documentation to ensure a clear audit trail for all financial transactions.
  • Assist the finance team in monitoring budget utilization, identifying variances, and reporting these to management for timely decision-making.
  •  Assist with tax clearance and compliance processes, including supporting documentation and liaising with relevant authorities when required.
  • Collaborate with program teams to support budget planning, forecasting, and expenditure tracking to ensure alignment with project activities.
  • Help maintain and update financial systems and accounting software, ensuring that data is entered accurately and securely backed up.
  • Implement internal controls to safeguard organizational assets and prevent misuse, fraud, or financial irregularities.
  • Recommend improvements to financial practices and procedures to enhance efficiency, transparency, and accountability.
  • Any other duties assigned by the Supervisor, Senior Program Manager or Country Director to support the effective implementation of Hagar’s projects.
Job Requirements:

Education:

  • Bachelor’s degree in finance, Accounting, or related field.

Experience:

 

  • Minimum 3–5 years of relevant experience with NGOs/INGOs.
  • Proficiency in accounting software (QuickBooks Online Plus/ Advanced).
  • Strong analytical and communication skills.

 

Skills and Personal Attributes:

  • Excellent verbal and written communication skills in Dari, Pashto, and English
  • Computer proficiency  
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, set priorities, and meet deadlines
  • Ability to work with clients coming out of difficult backgrounds, with empathy and care
  • Willing to travel to provinces if necessary
  • Ability to synthesize complex information and communicate it effectively to diverse audiences
