About HOSAA:

The Humanitarian Organization for Sustainable Actions in Afghanistan (HOSAA) is a women-led, national, non-governmental, non-profit, and non-political humanitarian organization, officially registered under the Ministry of Economy (Reg. No. 4673, March 13, 2019). HOSAA was founded to promote sustainable livelihoods and dignity for Afghanistan’s most vulnerable—particularly women, girls, and displaced populations—through rights-based, community-driven humanitarian and development action.

With over 70% female staff in managerial and technical roles, HOSAA demonstrates strong institutional commitment to gender equality and women’s empowerment. The organization has successfully implemented projects with UN Women/WPHF, GiHA, Roots of Peace/USAID, WHH, IMS, SIDA, and MRD, focusing on protection, women’s livelihoods, food security, education, and community resilience. Since 2020, HOSAA has been an active member of the Gender in Humanitarian Action Working Group (GiHA-WG), contributing to women’s rights advocacy, access to services, and participation in decision-making.

HOSAA’s interventions span GBV prevention and response, women’s livelihoods, agriculture, food security, renewable energy, WASH, shelter, health, education, and child protection, enabling the organization to design integrated, context-sensitive, and multi-sectoral responses.

Governed by a Board of Directors, HOSAA’s management structure includes an Executive Director and sectoral heads overseeing 13 technical and managerial staff specializing in rural development, gender, M&E, finance, and enterprise management. Strong internal systems underpin implementation, including a standardized Financial Policy Manual, double-entry accounting, and a comprehensive M&E framework supported by trained staff and established data collection tools. Each project maintains a risk register and adheres to a Safeguarding and PSEA Policy, with all staff trained on ethical conduct and accountability.

Job Description:

 Program Implementation and Support

· Assist the Line Manager in executing project work plans and ensuring quality, Timeliness, and compliance.

· Coordinate with field teams and partners to ensure smooth and efficient Implementation.

· Translate programmatic guidelines into actionable field-level tasks.

· Track activity progress and immediately report challenges or delays to the Line Manager. 

· Support the development of project proposals and concept notes aligned with HOSSA’s thematic focus and donor priorities.

· Collect and analyze data, statistics, and background information for new proposals.

To have a good command of Proposal writing, concept note, and EOI.

· Contribute to log frame design, activity planning, and preliminary budgeting.

· Contribute to developing thematic frameworks and tools for HOSSA’s core sectors (Health, Education,       Emergency Response, Social Development).

· Support documentation of program standards and best practices.

· Ensure programmatic alignment with international humanitarian and development Principles.

· Maintain and update project trackers and data management tools.

· Collect and compile data from field teams for monitoring and evaluation purposes.

· Draft internal and external progress reports, ensuring accuracy and consistency.

  • Having M&E, progress, lesson-learn, success stories, and diagnostic experience
  • Experience in Data Analysis.

· Maintain organized records and evidence for reporting and audit purposes.

· Serve as the focal point for coordination between the main office and provincial

  Teams.

· Ensure close collaboration with Finance, HR, and Logistics departments.

· Represent HOSSA in coordination and cluster meetings when assigned.

· Maintain communication with government counterparts and community stakeholders.

· Maintain a donor compliance tracker and ensure all deadlines are met.

· Review donor agreements to extract compliance requirements and share with project teams.

· Assist in preparing documentation for audits and donor monitoring visits.

· Design and maintain standard project tools such as activity forms, beneficiary lists, and data collection templates.

· Provide orientation to staff on the correct use of tools and reporting formats.

· Maintain organized filing systems for program records, reports, and correspondence.

· Document success stories, case studies, and lessons learned.

· Ensure final project files are archived properly upon project closure.

· Bachelor’s degree in Development Studies, Economics, Social Sciences, or a related field (Master’s preferred).

· Minimum of 3–5 years of relevant experience in program management, coordination, or strong M&E experience within NGOs or humanitarian organizations. Experience in Writing and developing various types of reports, program reports (M&E, progress, lesson-learn, success stories, and diagnostic). Experience in Data Analysis

· Strong analytical, writing, and coordination skills.

· Proficient in Microsoft Office Suite, Google Workspace, and data management tools.

· Excellent communication skills in English, Dari, and Pashto.

· Ability to multitask, meet deadlines, and work collaboratively in a multicultural environment.
