The Organization for People’s Health in Action (OPHA) is an independent, non-governmental, non-political and non-profit organization dedicated to the development of Afghanistan. OPHA focuses on implementing projects in healthcare, community development, capacity building, and the empowerment of women and youth.

OPHA was established in October 2017, and is officially registered with the Ministry of Economy. The organization is currently delivering essential healthcare services in Laghman & Paktika provinces.

Job Descriptions:

Purpose of the Position:

The Accountability to Affected Populations & Prevention of Sexual Exploitation and Abuse (PSEA) AAP/PSEA Focal Point is responsible for ensuring that affected populations have access to information, participate in decisions that affect them, and have safe and confidential channels to provide feedback or raise concerns, including on Sexual Exploitation and Abuse (SEA). The role ensures compliance with Accountability to Affected Populations (AAP) and Prevention of Sexual Exploitation and Abuse (PSEA) principles in line with AHF/OCHA requirements and the OPHA safeguarding policies.

Key Responsibilities:

1. Accountability to Affected Populations (AAP):

  • Promote community participation and feedback throughout project planning, implementation, and evaluation.
  • Establish and manage Feedback and Complaint Response Mechanisms (FCRM) at community and health facility levels.
  • Ensure project information (objectives, services, selection criteria) is clearly communicated to communities.
  • Conduct regular community consultations and share results with the project team for decision-making.

2. Prevention of Sexual Exploitation and Abuse (PSEA):

  • Conduct PSEA self-assessments and develop remedial action plans.
  • Provide training and orientation for management, field, and health facility staff on PSEA principles and Code of Conduct.
  • Raise awareness among beneficiaries and communities on SEA prevention and reporting mechanisms.
  • Ensure all staff and partners sign and comply with the organization’s Code of Conduct and PSEA Policy.

3. Reporting and Response:

  • Establish and manage safe, accessible, and confidential reporting channels for SEA and AAP-related complaints.
  • Receive and report SEA allegations following organizational procedures, ensuring survivor-centered and confidential handling.
  • Coordinate immediate assistance and referral of SEA survivors to appropriate support services (medical, psychosocial, legal).

4. Coordination and Capacity Building:

  • Coordinate AAP/PSEA activities with relevant organizations, OCHA, and inter-agency networks.
  • Support senior management in integrating AAP/PSEA principles into all project components.
  • Participate in relevant coordination meetings and prepare regular reports on AAP/PSEA activities.

Others:

  • Act according to the policies of OPHA.
  • Keep confidentiality with issues related to OPHA.
  • Develop Spirit of co-operation and understanding among members of the team.
  • Work with honesty and co-operative attitude and keep a high standard of quality.
  • All other interdictions are stipulated in the staff regulation and other OPHA policies along with the disciplinary measures and all these policies are part of the staff contract with OPHA.
Job Requirements:

Qualifications and Experience:

  • Afghan national
  • Graduated from recognized medical institute (nursing, pharmacy, midwifery or related fields) bachelor degree in medical will be preferred
  • At least 2 years of experience with health NGOs or UN agencies, preferably in community engagement, protection, or safeguarding
  • Knowledge of AAP and PSEA standards, humanitarian principles, and safeguarding practices
  • Strong communication, facilitation, and interpersonal skills.
  • Ability to handle sensitive information with confidentiality and professionalism.
  • Fluency in Pashto, Dari, and working knowledge of English
  • Familiarity with Nangarhar & Laghman provinces and related region
  • Travel to the pre-defined districts of Nangarhar & Laghman provinces is must
  • Ability to work on Microsoft Office, Excel, World
