RAADA (Rehabilitation Association and Agriculture Development for Afghanistan) is an Afghan NGO dedicated to improving the lives of rural communities through sustainable agriculture, food security, and rehabilitation initiatives. Vento di Terra (VDT) is an Italian NGO renowned for its commitment to human rights, social justice, and sustainable development. In Afghanistan, Vento di Terra has focused on building resilient communities through agriculture, livestock, and disaster risk management. Together, RAADA and Vento di Terra have joined forces to implement the Emergency Project for Earthquake-Affected People in Dara-e-Noor District of Nanagarhar Province and Sawkai District of Kunar Province, funded by AICS. This collaborative initiative aims to support vulnerable families in Dara-e-Noor District of Nanagarhar Province and Sawkai District of Kunar Province by enhancing food security, promoting sustainable agriculture and livestock practices, and strengthening community resilience to natural disasters. Through this project, the two organizations bring complementary expertise to create lasting change for the people of Nanagarhar & Kunar.

Job Descriptions:

Prepare quality design package (drawings, BoQs and technical specifications) for the construction and rehabilitation of water supply networks (gravity fed and solar powered systems where appropriate) and sanitation facilities.
Site selection of well, stand post, latrine, bath, hand Washing facility and small-scale irrigation structures.

Final community selection subject to passing pre-construction water quality test for key parameters.
Create the construction work plans and schedule for each location and type of intervention.

 Conduct training on water system and sanitation facility maintenance for members of water management groups from the targeted locations

Develop all necessary monitoring and supervision tools used for construction & rehabilitation projects.

Check the quality of the materials provided by the construction company and make sure all materials are new and free of defects and in good condition and the final product, materials and construction meet the minimum standards as described in the subcontract documents and technical specifications.
Ensure that water, sanitation and hygiene program is fully and timely implemented in accordance with community needs and standards in the project-targeted areas.
Providing good quality monthly progress reports of the construction works.

 Prepare & process completion report by end of each infrastructure completion.
Prepare on time monthly report to the relevant.
Ensure safety of materials and equipment during construction work.

Liaise with Project Manager & other relevant technical staff on progress of construction/rehabilitation works.

 In close collaboration with the Provincial RRD ensure the details of the BoQs and drawings are finalized and stamped.

Job Requirements:

Knowledge, Skills and Qualifications (Bullet Points)

  • Bachelor’s degree in Civil Engineering, Water Supply Engineering, or related field.
    Strong skills in AutoCAD, Water GEM, MS Office, and other engineering design software.
  • At least 3–5 years of experience in WASH infrastructure projects in humanitarian or development settings.
  • Proven technical competence in water supply systems (gravity, solar pipe schemes, and sanitation facilities).
  • Experience in emergency/humanitarian response projects, 
  • Familiarity with WASH Cluster standards, water quality guidelines, and Sphere standards.
  • Experience in preparing BOQs, designs, and construction supervision.
  • Fluency in English, Dari, and Pashto.

Desirable:

  • Relevant experience of working with humanitarian/development sector/INGOs
