  1. Background:

PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

Job Descriptions:

The Veterinarian, under the supervision of the Project Manager, is responsible for the effective and principled implementation of livestock protection and health activities in Balkh Province, including deworming campaigns, livestock feed distribution, and farmer/paravet training. The position ensures adherence to LEGS, national regulations, and FAO/MAIL guidelines. The Veterinarian will coordinate with paravets, DAIL representatives, and community stakeholders to improve animal health, productivity, and disease prevention while supporting project quality and reporting.

Main Responsibilities:

1. Planning, Coordination, and Management

  • Develop detailed implementation, weekly, and monthly plans for livestock interventions (deworming, training, feed distribution).
  • Provide technical veterinary support to community members and project beneficiaries.
  • Participate in PIN induction and ensure compliance with CHS and PIN’s Code of Conduct.
  • Ensure awareness and application of PIN’s Community Feedback and Response Mechanism (CFRM).
  • Ensure compliance with health and safety protocols, including COVID-19 precautions.

2. Coordination of Deworming Campaigns

  • Design and conduct refresher trainings for paravets on deworming and livestock health.
  • Support paravets in organizing and executing deworming campaigns, ensuring recordkeeping and reporting.
  • Monitor paravet performance and medicine usage.
  • Coordinate with DAIL district livestock officers for technical alignment.

3. Training Delivery

  • Finalize training curriculum and methodology in collaboration with the Project Manager.
  • Prepare and deliver technical trainings on animal health, feeding practices, drought mitigation, and DRR measures.
  • Maintain records of attendance, test results, and training materials.

4. Quality Control

  • Monitor project implementation and ensure adherence to quality standards.
  • Collect and analyze data on livestock health, feed usage, and drought impacts.
  • Engage paravets and beneficiaries in data collection for progress monitoring.

5. Project Support

  • Coordinate with logistics for proper storage, transportation, and distribution of feed and veterinary supplies.
  • Support procurement and distribution of paravet kits.
  • Ensure hygiene and sanitary standards during distributions and field activities.

 

Job Requirements:
  • Doctor of Veterinary Medicine (DVM) or equivalent degree from a recognized institution.
  • Minimum 4 years of practical experience in livestock health, veterinary services, or animal husbandry projects, preferably with NGOs or government programs.
  • Experience in community-level livestock interventions (deworming, vaccination, feed distribution, paravet training).

Technical skills:

  • Strong knowledge of LEGS, MAIL, and FAO livestock guidelines.
  • Ability to design and deliver technical trainings to farmers and paravets.
  • Good data collection and reporting skills.
  • Proficiency in MS Office and mobile data tools.
  • Strong understanding of animal disease control and nutrition management.

Other:

  • Good communication and coordination skills with communities and local authorities.
  • Willingness to travel frequently to field locations.
  • Fluency in Dari and Pashto; English proficiency is an advantage.

Desired:

  • Experience working in Balkh province or northern Afghanistan.
  • Previous experience with humanitarian or resilience-based livestock projects.
