People in Need (PIN) Afghanistan is seeking an experienced Disaster Risk Reduction (DRR) Specialist to support the implementation of a DG INTPA-funded humanitarian resilience project in Ghazni and Zabul provinces. The DRR Specialist will lead the design, coordination, and implementation of community-based disaster risk reduction activities, ensuring timely and high-quality delivery aligned with project goals and donor requirements.
The Specialist will oversee the formation and capacity building of Community-Level Disaster Risk Management (CLDRM) committees, support the development of Community Disaster Risk Management Plans (CDRMPs), and facilitate local risk assessments, early warning systems, and preparedness actions. S/he will ensure that DRR is effectively mainstreamed across the project’s sectors, including livelihoods, agriculture, and community engagement, and that all interventions are inclusive, conflict-sensitive, and gender-responsive. The selected candidate must have a strong technical understanding of disaster risk reduction in humanitarian and resilience settings, with proven experience implementing DRR strategies in fragile or disaster-prone areas.
The Disaster Risk Reduction (DRR) Specialist will play a key role in implementing a multi-sectoral resilience project aimed at strengthening community preparedness and climate resilience in Ghazni and Zabul provinces. The DRR Specialist will provide technical guidance and oversight to ensure effective integration of disaster risk reduction into community-based planning, implementation, and capacity-building efforts. In addition, the resource will be supporting the development of key documents within PIN such as SOPs and guidelines to improve programme quality and establish clear criteria for activities, site and beneficiaries selection.
Main Responsibilities:
The Disaster Risk Reduction (DRR) Specialist is responsible for, but not limited to, the following work areas and duties:
Project Implementation
• Lead and support the implementation of DRR-related activities.
• Guide planning, budgeting, and execution of DRR components in line with project targets.
• Ensure quality and timely implementation of activities, providing technical backstopping to field teams.
• Deliver technical presentations and facilitate workshops/trainings for national and local stakeholders.
• Conduct field visits for monitoring and quality assurance of project interventions.
• Represent PIN in technical meetings, project events, and coordination forums as required.
- Conduct risk and vulnerability assessments in target areas.
- Provide technical input to the development of Community Disaster Risk Management Plans (CDRMPs).
- Support the formation and capacity building of Community-Level Disaster Risk Management (CLDRM) committees.
Technical Support
• Provide technical inputs to strengthen project design, implementation, and alignment with international DRR standards.
• Support the development of early warning systems, hazard monitoring tools, and risk assessments.
• Facilitate the development of community contingency plans and institutional preparedness strategies.
• Provide technical assistance to develop DRR protocols and frameworks for multi-stakeholder engagement.
• Contribute to the localization and institutionalization of DRR policies and guidelines.
Project Development
• Develop DRR programmatic strategies and partnership approaches in coordination with PIN HQ and local actors.
• Provide technical input into new project proposals, concept notes, and funding applications.
• Lead DRR-related research, assessments, and learning initiatives.
• Ensure alignment with national strategies and global DRR frameworks (Sendai Framework, etc.).
Staff Support and Capacity Building
• Coach and mentor PIN staff on DRR approaches and tools.
• Assess team capacities and support tailored training and learning opportunities.
• Promote an inclusive and transparent working environment focused on learning and continuous improvement.
• Support the integration of gender, protection, and inclusion principles in all DRR activities.
