Job Summary

The Female Monitoring and Evaluation (M&E) Officer will be responsible for implementing and maintaining an effective M&E system to track project performance, measure outcomes, and ensure accountability within OMID’s Protection and Livelihood projects in Jalalabad City, Nangarhar Province.

The incumbent will lead data collection, verification, and reporting processes, ensuring data quality and alignment with donor and organizational standards. She will also promote learning, reflection, and adaptive management across project teams.

Key Duties and Responsibilities

  • Develop and implement M&E plans, tools, and data collection mechanisms in line with project objectives and OMID’s M&E Policy.
  • Conduct regular monitoring visits, collect field data, and verify progress against project indicators and targets.
  • Analyze qualitative and quantitative data to assess project performance and impact.
  • Support baseline, midline, and endline assessments and ensure the reliability of all data.
  • Maintain accurate and up-to-date project databases and records.
  • Prepare high-quality M&E reports (monthly, quarterly, and final) in English.
  • Document lessons learned, best practices, and success stories for organizational learning.
  • Facilitate the implementation of the Community Feedback Mechanism (CFM) and ensure timely follow-up on feedback and complaints.
  • Coordinate closely with project teams, local authorities, and other stakeholders to support evidence-based decision-making.
  • Provide technical support and training to project staff on M&E systems, tools, and reporting requirements.
  • Perform any other related duties assigned by the Project Manager or OMID senior management.

  • Bachelor’s degree in BBA, Economics, Statistics, Development Studies, Social Sciences, or related field (required).
  • Master’s degree in Monitoring and Evaluation, Development, or Social Sciences (preferred).

Experience:

  • Minimum of 4 years of relevant experience in Monitoring and Evaluation with national or international NGOs.
  • Proven experience in data management, analysis, and reporting.
  • Experience in Protection or Livelihood projects is a strong asset.

Technical Skills:

  • Solid knowledge of M&E frameworks, logframes, and performance indicator tracking.
  • Proficiency in data management and visualization tools (Excel, KoboToolbox, Power BI, or similar).
  • Strong report writing and analytical skills in English.
  • Understanding of humanitarian principles, gender mainstreaming, and accountability to affected populations.

  • Ability to work independently and in a team environment.
  • High level of integrity, confidentiality, and professionalism.
  • Fluency in English, Pashto, and Dari.
